According to Burns, the Cambria County Historical Society has been awarded $4,000, and the Johnstown Area Heritage Association, $11,000 from the Pennsylvania Historical and Museum Commission. Read more
“I think it’s important to independently verify, before this office moves to an area outside the city, how the requirements of the Downtown Location Law were factored in,” Burns said. “DHS is required to follow this law – and if they haven’t, they should be able to show why.” Read more

“As the state representative whose district includes Johnstown, my definition of ‘municipal excellence’ must be based on far different criteria than what you and your department’s executive team used to make this determination,” Burns wrote. Read more
“The governor has touted this public-private partnership as a way to connect classroom learning to job-ready skills development at the university level,” said Burns, D-Cambria. “But I think we need to expand this even more to give students other opportunities to learn the skills needed for good-paying jobs without the need for a college education. “The extension of this pipeline not only will enable Waste Management to convert its truck fleet to compressed natural gas, but it will create 120 full-time jobs,” Burns said. “Getting natural gas to the Jackson Township Business Park is critical to attracting additional businesses and jobs to the area.” Read more

“Military families make huge sacrifices, including having to leave the comfort and stability of the communities they love when they are deployed out of state,” Burns said. “But a student whose family is reassigned should not have to forfeit the benefit of the in-state tuition rate they anticipated because their parent is fulfilling their duty to our country." Researching the controversial Cambria County Assistance Office move to Upper Yoder Township, state Rep. Frank Burns has unearthed that the office’s longtime location in downtown Johnstown is quizzically owned by the City of Philadelphia Trustee. Read more
“Bullying is underreported and often unaddressed in any meaningful way,” said Burns, who introduced similar legislation in the past. “When it’s not addressed, bullying can escalate quickly from taunts and hurtful online posts to physical assaults and -- in worst cases -- suicide. Holding students, parents and school officials at all levels accountable is the only way to put an end to this scourge.” Read more
Noting that Johnstown’s current population has plummeted to “well under half” of what it was 50 years ago, giving it “far more public housing than small cities of comparable population, Burns wanted to know: “Is there a path for cities in Pennsylvania to reduce the number of public housing units within city limits? If so, what is the process to do so?” Read more
