Regina Young, D-Phila./Delaware hosted a news conference to celebrate House passage of her bill that would mandate human trafficking awareness training for Pennsylvania workers in the hospitality industry, including online lodging and reservation companies.House Bill 1286 would amend Act 197 of 2012 to include training requirements approved through the Pennsylvania Commission on Crime and Delinquency for employees of public lodging establishments who have contact with guests or access to guest rooms, and for operators of short-term rentals. NEWLY LISTED PROGRAMS Department of Environmental Protection: Small Business Advantage Grant Program Who May Apply: Pennsylvania-based small businesses Use: Adopt processes or acquire equipment which results in energy efficiency, pollution prevention, and natural resource protection. Funds: Funding can range from 50% or $7,500 (whichever is less) up to 80% or $12,000 (whichever is less) and will vary depending on environmental impact and project location. A total of $1 million is available in this round of funding. Application Deadline: March 13, 2026, or whenever funds are exhausted. “Human trafficking is an evil practice that happens all across the country, and Pennsylvania is not immune to it. Hotel and service-industry workers tend to be on the front lines of witnessing the crime and are at risk of being victimized themselves. With the Philadelphia Airport located in my district and major interstate routes passing through our region, trafficking is especially pervasive here,” said State Representative Regina Young. “We also want to bring into this discussion online reservation platforms for long- and short-term lodging, as they are the modern standard for reservations, allowing easier trafficking through bypassing actual human interaction. Making sure lodging associates are trained to understand what human trafficking can be is a crucial step in identifying and reporting those being trafficked. NEWLY LISTED PROGRAMS Department of Transportation: Transportation Alternatives Set-Aside Who May Apply: Local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, tribal governments or nonprofits with a separate eligible applicant. Use: To construct pedestrian and bicycle facilities, improve access to public transportation, create safe routes to school, incorporate community improvements such as historic preservation and vegetation management, provide environmental mitigation related to stormwater and habitat connectivity, create trail projects that serve a transportation purpose, and provide for vulnerable road user safety assessment program projects. Funds: $80 million in funding is available through the Federal Highway Administration’s Surface Block Grant Program. Awards will be at least $50,000 and at maximum $1.5 million.
