First, I want to highlight bills I have co-sponsored which have passed the House recently and are now in the Senate. Passed House HB293 would require the medical assistance program to pay for approved anti-obesity medication. HB2045 would create a statewide early literacy program focused on the science of reading. Introduced Transportation HB2244 would provide that every qualified health care facility may distribute handicap placards upon application to do so, as well as expand the definition of “health care providers” to include licensed occupational and physical therapists. This way, more specialists can certify an individual’s disability so that they may qualify for a placard. This legislation is designed to cut down on bureaucratic delays. Read more
HARRISBURG, Dec. 21 – State Rep. Carol Hill-Evans, D-York, today announced two important sets of grants have been awarded to develop the area’s infrastructure and talent. The grants include a Keystone Communities Program grant of $ 12,500 to plan for the re-establishment of an Enterprise Zone in West York and North York boroughs and Spring Garden and West Manchester townships, and a competitive C areer and Technical Education Equipment Grant program award of $50,000 to the York County School of Technology from the Pennsylvania Department of Education to purchase new equipment aligned to training students in high-demand occupations. Hill-Evans said, “I was proud to support this grant application as this money will help economically develop an Enterprise Zone in West York and North York boroughs and Spring Garden and West Manchester townships. This money will bring economic opportunity and revitalization and strengthen the quality of life in these areas.” The Keystone Communities Program is designed to encourage the creation of partnerships between the public and private sectors to jointly support local initiatives such as the growth and stability of neighborhoods and communities, social and economic diversity, and a strong and secure quality of life. HARRISBURG, Dec. 9 – State Rep. Carol Hill-Evans, D-York, today announced that the Pennsylvania Commission on Crime and Delinquency awarded grants to York County Children’s Advocacy Center and the York County Commissioners for children’s advocacy, safe neighborhood and mental health programs, totaling more than $336,828. $46,999 to the York County Children’s Advocacy Center to support the salary of a forensic interviewer to help meet the increased referrals of clients, including Commercial Sexual Exploitation of Children victims, children who witness domestic violence, and drug-endangered children as a result of the opioid crisis. $139,829 to the York County Commissioners, 2022 SAUSA for Research and Community Engagement will be used to support personnel, employee benefits, travel to the PSN Conference, and the York College Research team. The program seeks to reduce violent crime by employing a research-driven and strategic problem-solving approach focusing on enforcement, prosecution, deterrence, BJA community engagement, and intervention and prevention. $150,000 to the York County Commissioners to support the York County for Co-Responder Expansion Partnership’s expansion of its co-responder program by hiring a program specialist to serve as a co-responder, provide strategic leadership for the co-responder program, and engage with county and community stakeholders to Read more

Education HB1948 would permit a school nurse to act as a secondary caregiver for a child, which will allow the school nurse to administer medical marijuana to the child. The legislation also waives the $50 caregiver fee for school nurses. Currently a parent, guardian or caregiver is permitted to administer medical marijuana to their child on school grounds and must remove any excess medical marijuana from the school premises after administration. HB726 would provide for disability inclusive curriculum in the public-school code. HB1954 would provide menstrual hygiene products, at no cost, in each bathroom of public schools serving students in grades 6 through 12. HARRISBURG, Nov. 16 – State Rep. Carol Hill-Evans, D-York, today announced the availability of $800,000 in grant funding through the Veterans Employment Program administered by the state Department of Labor and Industry. Hill-Evans encourages eligible workforce development entities across the commonwealth to apply for this funding. “Supporting our veterans by connecting them with careers tailored to their skill set will establish a foundation of success upon completion of their selfless service to our nation,” Hill-Evans said. “Encouraging eligible entities to utilize this funding will lead to a more streamlined approach in ensuring our veterans have the support mechanisms they deserve as they transition in their career.” The $800,000 provided by the PA Industry Partnership Heroes Path funds and reemployment funds will allow the Department of Labor and Industry to support four workforce development projects. The successful applicants will use this funding as a tool to address barriers to employment that our veterans often face while they transition back to civilian life. State Rep. Carol Hill-Evans, D-York, today announced over $500,000 in Neighborhood Assistance Program tax credits that will directly benefit the 95 th Legislative District. This funding was awarded through the Neighborhood Assistance Program (NAP) which supports nonprofits, businesses, and resident projects in distressed areas or low-income neighborhoods. There were 6 organizations in Hill-Evans’s district that received funding through these tax credits. Transportation HB1796 would permit motorists to carry either a digital or paper copy of their vehicle registration card, providing drivers the freedom to choose the method that works best for them. Further, it stipulates those individuals who elect to show digital proof of registration on an electronic device are not presumed to be consenting to a search of that device, thereby protecting the privacy of drivers. HARRISBURG, Oct. 25 – State Reps. Melissa L. Shusterman, D-Chester/Montgomery, and Carol Hill-Evans, D-York, have announced they will introduce a bill to provide additional food funds for care facilities enrolled in the Child and Adult Care Food Program, a federal program that compensates care facilities for meals served to participants. “Care facilities across the state deal with incredibly high operating costs,” Shusterman said. “Unfortunately, the federal program meant to help them feed our neediest citizens does not go nearly far enough to alleviate the extraordinary costs they face. It’s time for Pennsylvania to supplement this vital program.” Hill-Evans agreed. “Pennsylvania’s economy is stronger when our most vulnerable residents have access to essential resources,” Hill-Evans said. “By ensuring our care facilities have adequate funding, we would enable more Pennsylvanians to enter the workforce.” According to the PA Department of Education’s website , participating facilities are eligible to be reimbursed for up to two meals and one snack per participant, per day. HARRISBURG, Sept. 27 – A group of House Democrat legislators unveiled their plan to raise awareness to a growing epidemic of many families and seniors on fixed incomes who are unable to afford disposable diapers and undergarments. Carol Hill-Evans, D-York; Tina Davis, D-Bucks; Kyle Mullins, D- Lackawanna; and Eddie Day Pashinski, D- Luzerne, will host a news conference at 11 a.m. Monday, Sept. 27 in the Capitol East Wing Rotunda to officially kick off "Diaper Need Awareness Week" in Pennsylvania. Hill-Evans said the event will coincide with a week-long Diaper Drive. Donation boxes will be set up outside the Capitol offices of the participating legislators beginning Monday, Sept. 27 and ending Friday, Oct. 1. The Diaper Drive is being held in conjunction with Healthy Steps Diaper Bank. YORK, Sept. 16 – State Rep. Carol Hill-Evans, D-York, today announced that four grants have been awarded to York County from the Pennsylvania Commission on Crime and Delinquency totaling $584,364. “This needed influx in state dollars will go toward combatting the root cause of gun violence and opioid abuse by educating and empowering our citizens to focus on individualized growth and development, while making informed decisions as they progress with their lives,” Hill-Evans said. “This funding comes at a perfect time as the epidemic of gun violence and opioid abuse continues to deepen in our community; however, with these grants, we can continue this uphill battle to forge a brighter future for our youth.” Funding has been distributed as follows: York County : $150,000 in State Opioid Response funds which will support supplies and operating expenses as our region continues to grapple with the opioid epidemic. YORK, Aug. 6 – State Rep. Carol Hill-Evans, D-York, today announced that the York City School District along with Logos Academy will receive nearly a quarter million dollars in U.S. Department of Agriculture Fresh Fruit and Vegetable Program grants. “Expanding on the availability of fresh, healthy food for our students will provide the nourishment they need to prosper both physically and academically,” Hill-Evans said. “This program will also provide the opportunity to establish healthy eating habits early in these students’ lives.” The York City School District schools to receive the funding are Davis School, Devers School, Edgar Fahs Smith STEAM Academy, Ferguson School, Goode School, Hannah Penn Middle School, Jackson School, and the McKinley School. The U.S. Department of Agriculture’s Fresh Fruit and Vegetable Program’s goals are to create healthier school environments by providing healthier food choices, expand the variety of fruits and vegetables students experience, increase fruit and vegetable consumption, and positively impact students’ present and future health.
