HARRISBURG, Oct. 22 – State Rep. Morgan Cephas, D-Phila. today announced that the School District of Philadelphia has been awarded two grants from the Public School Facility Improvement Grant Program totaling $8.65 million to support renovation projects at Overbrook High School. The projects will renovate the auditorium and replace the roof at the historic 98-year-old building. •$5 million was awarded for roof replacement, HVAC, energy savings, plus health and safety upgrades in the school auditorium, including complete asbestos and lead paint abatement, and removing moldy walls and ceilings.•$3.65 million was awarded for the roof replacement project for the entire school, due to ongoing leak issues that have escalated air quality and mold concerns. The School District of Philadelphia will provide $10.75 million in matching funds to cover the total cost of both projects. “At nearly 100 years old, Overbrook High School is one of the oldest and most iconic school buildings in Philadelphia but riddled with environmental concerns following years of disrepair. With its easily distinguishable architecture and beauty, these renovation projects will keep this star of our community shining for future generations,” said Cephas.“This is part of our commitment to remediating toxic school buildings across the state. I’m thankful that the Shapiro administration understood the dire need of these restorations so that we can keep Overbrook High healthy, safe and clean for our students,... Read more
In her ongoing efforts to ensure everyone in her communities is counted, state Rep. Morgan Cephas on Tuesday helped local residents complete the 2020 Census ahead of the Sept. 30 deadline. "It's not just about showing people how to fill out the form but also educating them about what's at stake if they don't," said Cephas, D-Phila. "Census data is used to decide how billions in federal dollars are spent each year and, for every person who isn't counted, Pennsylvania stands to lose about $2,000 per person, per year. These are critical funds to invest in improving schools, roads, health care, food security and other assistance programs and services that so many of our most vulnerable neighbors rely on to live." According to Cephas, individuals came out to her West Philadelphia office to fill out their census form and get their questions answered, as well as receive free masks, hand sanitizer and important information about state-related programs. "This opportunity only comes once every 10 years and participation is paramount," explained Cephas. "At last check, the census response rate for our section of Philadelphia was just over 45%, which is extremely low. We must do better to ensure the 192nd Legislative District doesn't miss out on its fair share of resources that our communities need and deserve Read more

As Pennsylvania gears up to head to the polls, state Rep. Morgan Cephas hosted a virtual town hall Tuesday to connect her neighbors with information they needed to prepare for the upcoming general election. "Whether voting by mail or in person, I am encouraging everyone to devise their voting plan now to ensure they can cast their ballot safely and securely without worry," said Cephas, D-Phila. "We must come together and overcome attempts of voter suppression and reinforce how critical casting a ballot is in November to shaping the future of our city, state and country." As part of her Making Your Voice Count series, Cephas teamed up with Philadelphia City Commissioner Omar Sabir along with Philadelphia Local BMC 7048 to discuss mail-in voting, the critical role the United State Postal Service is playing and ways to get more young people involved in the election process. The U.S. Census Bureau also participated to remind individuals about the importance of taking part in the 2020 Census. "There is certainly more than one way to make your voice heard and that includes being counted," Cephas explained. "Right now, Philadelphia's response rate to the 2020 Census is hovering just over 50%, which is lower than Pennsylvania's overall rate of around 67%. It's crucial we increase this number to help ensure our communities don't miss out on our fair share of federal funding." Read more

Ahead of the upcoming school year, state Rep. Morgan Cephas announced today $98,009 in grant funding is going to help West Philadelphia Achievement Charter Elementary School improve educational services for its students during the COVID-19 pandemic. "As the new school year approaches, the priority must be to ensure our young people have a safe learning environment," said Cephas, D-Phila. According to Cephas, the state resources are part of Governor's Emergency Education Relief Funds aimed at helping education agencies, including school districts throughout the state, that are designated for Additional Targeted Support and Improvement under the federal Every Student Succeeds Act. The Coronavirus Aid, Relief and Economic Security, or CARES, Act authorizes governors to determine the educational use of GEER Funds. Student groups include race, economically disadvantaged, English language learners and students with disabilities. Grants were calculated based on elements of the federal Read more

First, we must improve our current system of policing through accountability, oversight, and tangible policy changes that will diminish instances of police brutality against all citizens, but especially against the Black community. Second, we must work with communities to transform and re-envision policing itself through bold systemic changes that center around those most impacted by police violence and structural racism.
