Krajewski, Burgos, Rozzi and Guzman introduce legislation to allow minors to obtain a copy of their birth certificate more easily

(Apr 28, 2021)

HARRISBURG, April 28 — State Reps. Rick Krajewski, Mark Rozzi, Danilo Burgos and Manuel Guzman have authored legislation that would make it easier for youth to access a copy of their birth certificate, which is especially important for youth experiencing homelessness or other challenges where a copy of their birth certificate is essential to getting a job or accessing programs or services. "We must support young people who deserve to have access to every opportunity they need to thrive,” said Krajewski, D-Phila. “Access to birth certificates helps our youth apply for a job, a passport, bank account, housing opportunities, a driver’s license, or to receive services from the government or community-based organizations. These programs and services are essential for youth becoming successful adults. I am proud to work alongside Representatives Rozzi, Burgos, and Guzman to introduce this bill." “Our legislation would disrupt what would likely become a cycle of poverty,” said Guzman, D-Berks. “The youth who need their birth certificate but don’t have access to a copy of it are often youth who are estranged from their family or lacking in a support system. Poverty is cyclical and those in poverty often face huge challenges to work their way out of poverty. Being able to access services and programs is crucial and having a birth certificate is essential to accessing many support programs.” “Sadly, some Read more

Burgos introduces legislation to establish the PA Socially Diverse Farmers Commission

(Apr 27, 2021)

HARRISBURG, April 27 – State Rep. Danilo Burgos, D-Phila., introduced H.B. 1301 today, legislation to establish the Pennsylvania Socially Diverse Farmers Commission to review current policies and produce a report making recommendations to promote and implement a Commonwealth diversity, equity and inclusion plan within the Department of Agriculture. “Each and every Pennsylvanian has the ability to touch, feel and taste Pennsylvania’s bountiful fruits, vegetables, meat and dairy and other agricultural goods – but not every Pennsylvanian has the same opportunity to help grow and produce it or participate in Pennsylvania’s $132.5 billion agricultural industry,” Burgos said. “It’s time to establish the Pennsylvania Socially Diverse Farmers Commission to determine what policies are needed to open Pa.’s ag industry to a more diverse generation of Pa. farmers to grow and produce the high-quality foods that feed our families and economy.” According to the USDA’s 2017 Census of Agriculture , of the 90,461 producers in Pennsylvania, 89,843 were white, 759 were Hispanic, Latino or Spanish origin, 108 were American Indian/Alaska Native, 103 were Asian and 80 were Black or African American. Reps. Kenyatta and Burgos to host free COVID-19 testing in North Philadelphia

(Feb 17, 2021)

PHILADELPHIA, Feb. 17 – State Reps. Malcolm Kenyatta and Danilo Burgos, both D-Phila, are teaming up to provide free COVID-19 testing in North Philadelphia, with the goal of offsetting the disparities in testing among Black and Latino communities in Philadelphia. The free testing will be provided in partnership with Latino Connection and funded by the Independence Blue Cross Foundation, and will take place on Feb. 20 and March 6, both on a Saturday, from 11 a.m. to 1 p.m. at Norris Square Park, 2100 N. Howard St., 19122 . Spanish-speaking staff and volunteers will also be on-site. Kenyatta and Burgos pointed to a report that found that race and ethnicity data for COVID-19 cases are widely unaccounted for in Pennsylvania, especially in Philadelphia. The lag, they said, undercuts the severity of survivability outcomes of both groups. For Latinos, specifically, despite only making up 6% of the population in Pennsylvania, they disproportionately make up 11% of COVID-19 deaths when applying weighted population distributions, according to a study found on the Centers for Disease Control’s website. The lawmakers also said Blacks and Latinos not only remain severely underrepresented in data for cases — collected through testing — but also in the vaccine rollout. Kenyatta, who has put dismantling poverty and systemic racism at the forefront of his legislative agenda, said the pandemic has exacerbated Read more

Burgos, House Democratic Policy Committee hold hearing on driver’s licenses for ITIN holders

(Sep 23, 2020)

HARRISBURG, Sept. 23 – State Rep. Danilo Burgos, D-Phila., on Tuesday chaired a public hearing on legislation he introduced, H.B. 2835 , that would extend the privilege to obtain a driver’s license to undocumented Pennsylvanians. The hearing featured testimony from advocates, policy experts and undocumented residents about the importance of his legislation to Pennsylvania’s economy and workforce. “Throughout this pandemic, countless undocumented Pennsylvanians have sacrificed their lives, and the lives of their families, filling the role of essential workers to ensure communities across the commonwealth aren’t without critical supplies,” Burgos said. “ We express our gratitude for their labor during this time, but it falls flat when we fail to make them feel like esteemed members of our community. My legislation would provide them—our neighbors—with the safety and the dignity they deserve. “From an economic perspective, the revenue generated from application costs to PennDOT and purchases on car insurance policies would greatly benefit Pennsylvania’s economy -- a much needed relief as our economy struggles to gain stability during this crisis,” he said. Burgos’ legislation would allow people without a Social Security number to apply for a driver's license or learner's permit using secure alternatives such as a federal taxpayer identification Read more
