Democratic lawmakers introducing bill to prevent out-of-state abortion investigations

(Jul 11, 2022)

HARRISBURG, June 14 – As states begin to impose abortion restrictions in the wake of Roe v. Wade being overturned, Reps. Carol Hill-Evans, D-York, Chris Rabb, D-Phila., and Emily Kinkead, D-Allegheny, are working to ensure Pennsylvania remains a safe haven for people seeking abortions. “It is bad enough that people have to travel hundreds of miles to receive medical care, but the thought that they may be harassed and charged with felonies, it’s outrageous,” Hill-Evans said. “It is not the duty of people on the state payroll to investigate personal health matters; Pennsylvania officials have no business harassing pregnant people on the taxpayer’s dime.” “The Dobbs decision is an assault on bodily autonomy and the half-century during which abortion was constitutionally protected,” said Rabb. “Now that this ruling defers to the states on how to proceed, our legislature should act to prohibit cooperation of state and local government officials with out-of-state investigators regarding the healthcare choices of women and birthing people across our commonwealth.” The legislation they are proposing would prohibit all law enforcement officers, state government departments and their employees, and local government entities and their employees from cooperating with out-of-state investigations into abortions legally obtained in Pennsylvania. Rep. Kinkead introduces legislation to memorialize slain police chief

(Feb 16, 2022)

ROSS TOWNSHIP, Feb. 16 – State Rep. Emily Kinkead, D-Allegheny, recently introduced a bill that would dedicate part of U.S. Route 19 to Vernon Moses, the first Ross Township police chief, who was killed in the line of duty 90 years ago. “The Ross Township Police Department is celebrating its 100th anniversary in 2022, as well as honoring the 90th anniversary of Chief Moses’ death,” Kinkead said. “I believe that it is fitting to honor and memorialize Chief Moses for his service and sacrifice to the residents of Ross Township by dedicating this section of U.S. Route 19 in his name as the Ross Township Police Department celebrates their centennial anniversary.” Kinkead specified that the new legislation would designate the portion of U.S. Route 19 between Ivory Avenue and Cemetery Lane in Ross Township, the area where Moses lost his life, as the Chief Vernon Moses Memorial Highway. “On May 3, 1932, Chief Moses was gunned down while pursuing Prohibition-style gang members who had been violently terrorizing Ross Township. To this day, he remains the only Ross Township police officer to be killed on the job throughout the department’s 100-year history,” Kinkead elaborated. The Ross Township Police Department was enthusiastic upon learning about the bill that would memorialize Moses, stating “We are pleased to have Representative Kinkead and Senator Williams support and introduce legislation to recognize Chief Read more

Kinkead introduces legislation to protect DNA privacy

(Jan 25, 2022)

HARRISBURG, Jan. 25 – Today, state Rep. Emily Kinkead, D-Allegheny, introduced the Genetic Materials Privacy and Compensation Act to address exploitation and privacy concerns associated with the rise of at-home genetics testing. “Selling data has become a big business, and quite a lucrative one,” Kinkead said. “People who provide genetic data to a company should have to be notified if their data is being sold and receive a piece of the profit their data generates.” With the GMPCA, which is H.B. 2283 , Kinkead aims to create more transparency in what the harvested data is used for and secure financial compensation for individuals when their data is used for profit. “Many Americans who used at-home genetics tests signed a vague agreement that relinquished data rights to their own genetic material, while under the impression that any alternative use would further non-profit medical research. People are often unaware their DNA is likely to be sold, for profit, to data collection and research companies. In other words, they are being exploited to enrich private corporations. Learning details about your family history is great – but it shouldn’t come at the cost of the rights to your personal and genetic data.” Kinkead likened the misuse of data from at-home genetic tests to the legacy of Henrietta Lacks, whose cervical cells were collected without her knowledge or consent and then used over decades in hundreds of Read more
