Fleming bill for diabetes awareness headed to governor’s desk

(Oct 25, 2024)

HARRISBURG, Oct. 25 – A bill sponsored by state Rep. Justin Fleming directing Pennsylvania schools to send home information about type 1 diabetes and its warning signs passed the state House and Senate and is now headed to the governor’s desk. “The warning signs of type 1 diabetes can often go unnoticed, so knowing what to look for is literally lifesaving,” Fleming, D-Dauphin, said. “This legislation will help empower individuals with diabetes education so they can act when warning signs appear. This bill is also very personal as my daughter was diagnosed with type 1 diabetes in June 2020.” Type 1 diabetes is an autoimmune disorder in which the pancreas shuts down, failing to provide insulin that the body needs to regulate blood glucose. Those who have type 1 diabetes are dependent on pharmaceutically manufactured insulin for life. For many, the signs of type 1 diabetes can go unnoticed for longer periods of time resulting in a condition called diabetic ketoacidosis, or DKA, leading to serious health complications that may even be fatal. Recognizing the signs of diabetes early, along with targeted screening and monitoring, have been shown to reduce the incidence of DKA, reduce rates of hospitalization and, most importantly, save lives, Fleming said. "The most common age range for a diagnosis of type 1 diabetes is between 6-16. This legislation will make sure that parents and guardians are equipped Read more

Fleming applauds passage of legislation to implement evidence-based reading programs in schools: Bill heads to governor’s desk

(Oct 10, 2024)

HARRISBURG, Oct. 10 – State Rep. Justin Fleming, D-Dauphin, applauded the Senate’s unanimous final passage yesterday of S.B. 801 that mirrors his H.B. 998, which will implement evidence-based reading programs in schools to help students improve their reading proficiency and make learning in other disciplines easier. According to Fleming, Pennsylvania is amid an educational crisis with nearly half of its fourth graders reading below their grade level. The reasons are due to many factors, including inequitable educational opportunities, but the long-term impact is the same: currently, one in five American adults struggles with reading basic sentences, and as a result, find it difficult to do basic tasks like read the mail, complete tax forms, or even engage in civic duties. Senate Bill 801 will provide a tested solution to this societal dilemma by allowing school districts to pursue an evidence-based curriculum called the Science of Reading to help enhance literacy among students, particularly in grades K-4. “We know the Science of Reading works because the state of Mississippi, which once ranked 49th in the country for fourth-grade literacy, enacted this program and several years later ranked 21st,” Fleming said. Fleming explained his drive to improve reading instruction in Pennsylvania as a legislator. “It’s not just my work as a long-time child advocate supporting efforts to improve reading instruction in Pennsylvania Read more

Fleming bill for diabetes awareness passes Pa. House

(Jun 27, 2024)

HARRISBURG, June 27 – A bill directing Pennsylvania schools to send home information about Type 1 diabetes and its warning signs passed the state House today. Sponsored by state Rep. Justin Fleming, D-Dauphin, the bill passed 182-20, with bipartisan support. “Empowering individuals with diabetes education is the cornerstone of effective management, and transforming knowledge into action fosters a healthier life,” Fleming said. “This bill is also very personal as my daughter was diagnosed with Type 1 diabetes in June 2020.” Type 1 diabetes is an autoimmune disorder in which the pancreas shuts down, failing to provide insulin that the body needs to regulate blood glucose. Central Pa. Democrats support bill to ensure state government pays stormwater fees

(May 31, 2024)

“While federal and state regulations are necessary to improve and protect water quality, our municipalities have limited ways to pay for these critical infrastructure projects,” Fleming said. “The state’s failure to pay its fair share for stormwater fees has placed an unfair financial burden on local taxpayers who are left to foot the bill for the state’s obligations.” Read more

Remembering my dad and the amazing care given to him this Memorial Day

(May 23, 2024)

This Memorial Day is significant to me as I lost my favorite veteran and hero, my dad, earlier this year on March 5. Melvin Fleming proudly served as a member of the United States Air Force during the Vietnam War. My dad had been facing medical issues caused by COPD over the last eight years, but during the last two years in particular his condition deteriorated. During this time, I got to know a number of amazing public employees who are there to support our veterans in their time of need. I was taking him to the Lebanon and Cumberland VA Medical Centers, where he was cared for by amazing staff that showed tremendous care and compassion as they helped us through every step of the process. I had the help of Thomas Coreau, the Director of the Dauphin County Veterans Affairs office who was extremely patient in walking me through applying for veterans benefits for my father. The day my father died, staff from the Dauphin County Coroner's office were so thorough and took great care to assess the cause. After my father’s passing, I was guided through the estate process with Dauphin County Register of Wills Jean Marfizo King who was always there to answer any questions I had. I am proud to work alongside this group of dedicated public servants who are there to help not just my dad and I, but all veterans and their families in Dauphin County. There are countless government agencies and organizations out there to help Read more

Fleming’s Mixed-Use Revitalization Program legislation passes House

(May 10, 2024)

HARRISBURG, May 10 – This week the House passed legislation sponsored by state Rep. Justin Fleming that would establish the Mixed-Use Revitalization Program to incentivize the revitalization of blighted commercial properties . “Communities across the commonwealth are seeing a rise in large, abandoned and blighted commercial properties like the Colonial Park Mall in Lower Paxton,” said Fleming, D-Dauphin. “As they stand vacant and fall into disrepair, these looming eyesores are negatively impacting communities by cutting into tax rolls, failing to pay utility bills, deterring traffic to nearby businesses, draining local services, and often posing significant safety concerns. "I believe we can transform these drains on our economy into thriving places to live and work, bringing new restaurants, retail shops, health care facilities, recreational spaces, and residential housing for working families.” Property redevelopment is a financially significant undertaking with large parcels often accruing substantial demolition and site preparation costs. Fleming’s bill would help provide capital funding to developers to purchase these large properties and expedite the redevelopment process. “My bill would establish a dedicated Mixed-Use Revitalization Fund administered through the Commonwealth Financing Authority that would provide matching grants to incentivize the purchase and Read more
