Kinkead, Gaydos introduce legislation to assist owners of landslide-prone properties

(Oct 27, 2022)

HARRISBURG, Oct. 27 – During a news conference today held in Pittsburgh, state Reps. Emily Kinkead, D-Allegheny, and Valerie Gaydos, R-Allegheny, introduced legislation to create a new insurance program for homeowners living in landslide-prone areas, as well as assistance to local governments that wish to mitigate the risk of landslides within their communities. The bill would add coverage of landslides, slope movement and sinkholes to an existing program in the Pennsylvania Department of Environmental Protection that currently covers only mine subsidence assistance and insurance. “Landslides represent a significant financial burden to our Commonwealth residents, costing them millions in damages every year,” said Gaydos. “Unfortunately, this type of disaster typically is not covered by most insurance policies.” Kinkead represents a high concentration of landslide victims in the North Hills and on the North Side of Pittsburgh. “Previous versions of this legislation, including a bill I introduced last year , have been discussed but have languished in committee,” said Kinkead. “Representative Gaydos and I have worked together to update and streamline the proposed program and are introducing a new, bipartisan bill. Too many Pennsylvanians face financial ruin through no fault of their own because of landslides, and this legislation provides a way out.” Pennsylvania Treasurer Stacy Garrity, a member of the Coal Read more

Rep. Emily Kinkead, Sen. Lindsey M. Williams, advocates stress importance of universal school meals legislation for all students

(Sep 21, 2022)

HARRISBURG, Sept. 21 – Today, Senator Lindsey M. Williams joined Representative Emily Kinkead, school administrators, advocates, and parents to discuss the importance of ensuring that all Pennsylvania students have reliable access to nutritious school meals every day. Following urging from advocates, Senator Williams, and other Democratic members of the Senate Education Committee, the Wolf Administration announced the Universal Free Breakfast Program earlier this month. This program will provide free breakfast for all Pennsylvania students enrolled in schools that participate in the National School Lunch and School Breakfast Programs, beginning October 1. However, this program only covers breakfast and will expire after the 2022-23 school year. As a Senator Williams and Representative Kinkead have introduced the “No Student Should Go Hungry Universal School Meals” legislation in the Senate and House . This legislation would create a Special Fund, funded from General Fund revenue, that would dedicate $275 million per year to feed all Pennsylvania students breakfast and lunch. “For perspective, Pennsylvania’s entire budget is $45.2 billion—that’s billion with a B,” said Senator Williams. “$275 million is .006% of that budget. In June, we passed a massive cut to corporate taxes, but we did very little to help working families directly. This is something that we can do right now that will have a huge impact on families Read more

Kinkead, Williams celebrate dedication of Chief Vernon Moses Memorial Highway

(Sep 08, 2022)

ROSS TOWNSHIP, Sept. 8 – Today, state Rep. Emily Kinkead and state Sen. Lindsey Williams, both D-Allegheny, joined members of the Ross Township Police Department, local officials, and family members of the late Chief Vernon Moses for the dedication of the Chief Vernon Moses Memorial Highway. The portion of U.S. Route 19 between Ivory Avenue and Cemetery Lane in Ross Township is now officially recognized as the Chief Vernon Moses Memorial Highway, with a newly erected PennDOT sign displaying the title. Moses, the only officer killed in the line of duty in the department’s 100-year history, was tragically gunned down along this section of the road on May 3, 1932. “I never met [my grandfather], my mother was in labor with me when he was killed,” said Ronald Rickley, Moses’ grandson. “The family is very moved by this honor. I want to thank everybody, thank you very much.” The highway dedication is the result of legislative efforts by Kinkead and Williams, who drafted language that was included in Act 23 of 2022 . “Chief Moses’ legacy could have been lost to history,” said Kinkead. “But because of the dedication of the Ross Township Police Department, specifically Sgt. J.J. Serowik, the Ross Township Board of Commissioners, the family of Chief Moses, and all of our partners in this work, more members of our community Read more

Kinkead named as PA Prison Society board member

(Aug 29, 2022)

HARRISBURG, Aug. 29 – State Rep. Emily Kinkead, D-Allegheny, announced today that she is now a board member of the Pennsylvania Prison Society , the nation’s oldest organization dedicated to the pursuit of humane criminal justice. “Incarcerated people have their basic human rights violated on a regular basis in Pennsylvania prisons and correctional facilities throughout America,” Kinkead said. “Our current prison system is inhumane and does not advance the goals of deterring crime or reducing recidivism. It is obvious that major reforms need to happen, and I’m eager to join the PA Prison Society on their mission to create a more rational approach to criminal justice in our state.” An experienced attorney, Kinkead has been a strong voice for criminal justice overhaul since her election to the PA House in 2020. In January, Kinkead co-sponsored and became a fierce advocate for a package of prison reform bills led by state Rep. Stephen Kinsey, D-Philadelphia. With House Democratic Leader Joanna McClinton and Sen. Camera Bartolotta, R-Beaver/Washington/Greene, currently serving on the board, Kinkead is now the third member of the PA General Assembly to join the board. Founded in 1787 by individuals who signed the Declaration of Independence and later drafted the U.S. Constitution, the Prison Society has been advocating for a more humane and restorative correctional system for more than two centuries. Democratic lawmakers introducing bill to prevent out-of-state abortion investigations

(Jul 11, 2022)

HARRISBURG, June 14 – As states begin to impose abortion restrictions in the wake of Roe v. Wade being overturned, Reps. Carol Hill-Evans, D-York, Chris Rabb, D-Phila., and Emily Kinkead, D-Allegheny, are working to ensure Pennsylvania remains a safe haven for people seeking abortions. “It is bad enough that people have to travel hundreds of miles to receive medical care, but the thought that they may be harassed and charged with felonies, it’s outrageous,” Hill-Evans said. “It is not the duty of people on the state payroll to investigate personal health matters; Pennsylvania officials have no business harassing pregnant people on the taxpayer’s dime.” “The Dobbs decision is an assault on bodily autonomy and the half-century during which abortion was constitutionally protected,” said Rabb. “Now that this ruling defers to the states on how to proceed, our legislature should act to prohibit cooperation of state and local government officials with out-of-state investigators regarding the healthcare choices of women and birthing people across our commonwealth.” The legislation they are proposing would prohibit all law enforcement officers, state government departments and their employees, and local government entities and their employees from cooperating with out-of-state investigations into abortions legally obtained in Pennsylvania.
