There Ought to be a Law Contest

The purpose of the contest is to stimulate an interest in state government for elementary age youth. Each eligible student may submit one idea for a new law in Pennsylvania. The proposed original legislation should be explained in detail through an online or print submission.

All students enrolled in the 6th grade and residing within the 191st Legislative District are eligible to participate.

You may enter by filling out the form on this page or you can download and print the form and return it to Rep. Joanna McClinton, 52 S. 60th Street, Philadelphia, PA 19139, or via email to AJames@PAHouse.net before the due date (December 10, 2021).

A first, second and third place winner will be selected. All contestants will receive a certificate for their participation. The first, second, and third place winners and two guests of their choosing will be invited to the PA State Capitol and recognized on the floor of the House by Leader McClinton and the House Speaker. The first place winner will have their law introduced in the House of Representatives, and receive a framed copy of their legislation along with a PA State flag. Additionally, all winners will be treated to a special lunch in their honor, receive a tour of the state capitol building and a photo opportunity with Leader McClinton in the main capitol rotunda.

The PA House of Representatives, Democratic Caucus Legislation and Policy office will serve as special judges for the contest. All decisions will be final.

Winners must agree to have their photo taken during their visit to the state capitol which may be used for media advisories and promotion.

The program will commence on November 1, 2021 and conclude on December 10,2021. The judges review will commence on December 13, 2021 and conclude on January 30, 2022. Winners will be announced on February 1, 2022 and notified of the state capitol visit.
