House passes Hill-Evans resolution to authorize sale of five Commonwealth-owned surplus properties

HARRISBURG, Sept. 30 – Today, the Pennsylvania House of Representatives voted to adopt a resolution introduced by state Rep. Carol Hill-Evans, D-York, that authorizes the sale of five Pennsylvania-owned properties identified as surplus by state agencies.

House Resolution 586 grants the Department of General Services permission to sell the following properties:

  1. The Juniata Gap Weekend Training Site – Good Shepherd Road, Altoona, Blair County: Surplused by the Department of Military and Veterans Affairs, the site consists of 33.61 acres of vacant/wooded land with zero buildings. Previous appraisals estimate the site’s value at $175,000 as of April 29, 2024.
  2. Polk Center – 1 Lakewood Circle, Polk Borough, Venango County: Surplused by the Department of Human Services, this location consists of approximately 630 acres and 53 buildings, with approximately 988,000 square feet of building area; the site has an estimated value of $6.2 million, with approximate carrying costs of $5.37 million per year.
  3. SCI Retreat – 660 State Route 11, Glen Lyon, Luzerne County: Surplused by the Department of Corrections, this property consists of 174 acres and 30 buildings, with approximately 304,000 square feet of building area and has a value of negative $3 million pursuant to an appraisal dated Nov. 12, 2025, with approximate carrying costs of $817,000 per year.
  4. White Haven Center – 827 Oley Valley Road, White Haven, Luzerne County: Surplused by the Department of Human Services, this site consists of 182.72 acres and 23 buildings, with approximately 250,000 square feet of building area. The property has an appraised value of $12.8 million pursuant to an appraisal dated Oct. 8, 2025, with approximate carrying costs of $5.35 million per year.
  5. Woodhaven Center – 2900 Southampton Road, Philadelphia: Surplused by the Department of Human Services, this location consists of 65.11 acres and 17 buildings, with approximately 280,000 square feet of building area. The site has an estimated value of $36 million, with approximate carrying costs of $1.9 million per year.

The sales of these projects will be conducted through competitive bidding or public auction.

“Moving on from these properties provides notable financial relief for the Commonwealth and gives new opportunities to the districts that house them,” said Hill-Evans, chair of the State Government Committee. “By selling these underutilized locations, the Commonwealth can reduce the immense cost of maintaining unused properties and allow these sites to potentially be revitalized once sold.”
