Dear Neighbor,
This week in the legislature we began holding our annual budget hearings. That means we are looking at Gov. Josh Shapiro’s budget proposal and asking questions of his cabinet secretaries and other agency heads. As always, I will do everything I can to make sure your tax dollars are put to the best possible use.
My own personal wish list for this budget:
- More money for our local roads, parks, police stations, and fire companies here in the 162nd Legislative District.
- Continue to expand programs that help seniors, such as the Property Tax/Rent Rebate Program and the Retired Status Vehicle Registration program.
- Continue to improve the state funding formula for public education, benefitting our public school districts such as Ridley, Southeast Delco, Interboro and Wallingford-Swarthmore. (This means fewer school tax increases!)
- That my colleagues will support some new revenue streams such as adult-use cannabis and skill games.

The Delaware County Black Caucus welcomes the public to spend Saturday, Feb. 22 with them as they spend the day in reflection of how far we've come and how far we still need to go. Veterans: How to apply for a vehicle registration fee waiver
A new state program allows Severely Disabled Veterans to forgo the fees for titling or registering one vehicle. To qualify, a veteran must have a 100% service-connected disability that has been certified by a U.S. Department of Veterans Affairs Regional Office Administrator. These disabilities include:
- Lost a limb or eye or became partially paralyzed while serving;
- Was captured by the enemy in any armed conflict for which the U.S. Dept. of Defense authorizes a campaign medal, or;
- Has been awarded the Congressional Medal of Honor or the Purple Heart.
To apply, you must fill out form MV-371DV - Supplemental Application for Free or Reduced Registration Rates for Vets. Please visit this post on my website to download the form and for detailed instructions on how to fill it out based on your reason for applying.

Department of Revenue Tax Forms
You may visit my office to get your 2024 Property Tax/Rent Rebate booklets and 2024 PA-40 Income Tax forms, as well as some of the schedule forms. Just ask my staff at either of our district offices in Ridley Park or Darby Township.
As a reminder, my staff is happy to assist you with the Property/Tax Rent Rebate, but they are not trained to help with income tax preparation. If you’re a senior, the AARP is providing free tax preparation through April 15th. To schedule, call one of their locations, which you can find out here: AARP Foundation Tax-Aide Locator.
