It was a distinct privilege to join the House Appropriations Committee during their budget hearing with the Department of Human Services. It was an incredibly insightful experience, and I walked away with an even greater appreciation for the complexities of the work that is done to support the most vulnerable Pennsylvanians through the department.

I must admit, I hold a particular admiration for our Secretary of Human Services, Dr. Val Arkoosh. Having had the pleasure of getting to know her during her tenure as a Montgomery County Commissioner, I have witnessed firsthand her dedication, intellect, and leadership. Seeing her in action during a full day of hearings took that admiration to an entirely new level.

Dr. Arkoosh fielded an endless stream of challenging questions from my colleagues, covering a wide range of critical topics. These topics included Supplemental Nutrition Assistance Program (SNAP) benefits, Medicaid policies, reimbursement rates for home care providers, and strategies for attracting and retaining early childcare providers—just to name a few. What was most impressive was her ability to navigate these discussions with unwavering composure, a deep well of knowledge, and a clear, thoughtful approach to each issue.

It is evident that Dr. Arkoosh has a comprehensive understanding of the challenges and opportunities within her department, and she demonstrated a commitment to addressing the needs of Pennsylvanians with both compassion and pragmatism. The discussions were a testament to the importance of collaborative governance, as well as the immense responsibility entrusted to the Department of Human Services.
Witnessing this exchange of communication reaffirmed my belief in the value of having dedicated, capable leaders at the helm of our state agencies. It also underscored the critical role of the Appropriations process in shaping policies that directly impact the lives of so many. It was truly an honor to be part of this important work.
