Feb. 28 e-mail: Discussing the proposed PA Solar for All Program

The PA House Energy Committee held its first-ever informational meeting, marking a significant milestone. The focus of this inaugural meeting was a public hearing for legislation (H.B. 362), introduced by state Rep. Elizabeth Fiedler. This bill would authorize the PA Solar for All Program, a crucial initiative designed to expand access to solar energy across Pennsylvania.

Key Points about H.B. 362 and the PA Solar for All Program:

  • Purpose: The bill seeks to authorize the Pennsylvania Energy Development Authority (PEDA) to administer and distribute federal funds allocated under the Inflation Reduction Act of 2022. These funds are intended to support low-income residential solar installation programs.
  • Funding: The Environmental Protection Agency (EPA) awarded PEDA $156 million for this program. The funding will be used to increase the availability and accessibility of solar energy to low-income households in rural, suburban, and urban areas across the state.
  • Benefits: The program guarantees participants at least a 20% reduction in their electricity bills, providing immediate financial relief for families struggling with rising energy costs. It is expected to benefit 12,555 households and save them a total of $101,782,698 over the five-year term.
  • Economic Impact: The program is anticipated to create jobs and stimulate local economies by the encouragement and support to install solar projects in residential communities. For example, the Solarize Philly program has already generated $71 million in investment and created 550 direct jobs.
  • Legislative Approval: Although the program is fully funded by federal dollars, legislative approval is required to release the funds. Without swift legislative action, the money may never reach the intended beneficiaries.
