STATE PROGRAMS NOW OPEN FOR APPLICATIONS:
PENNVEST: PFAS Remediation Program (Funding Source: Various State and Federal Funding Sources)
Who May Apply: Public drinking water supply system owners or operators serving parcels surrounding nonqualified military installations where the water supply has PFAS contamination. If the operator of the system makes an application, they must be joined in the application by the system owner.
Use: To aid in the remediation and elimination of PFAS in water sources and systems.
Funds: Eligible applicants may apply for funding consideration under the traditional PENNVEST program and, if there is remaining non-repayment capacity in that funding round, it may be awarded as PFAS non-repayment.

Pennsylvania Department of Agriculture/PennAg Industries: Center for Poultry and Livestock Excellence Research Funding Program (Funding Source: General Fund)
Who May Apply: Entities working to strengthen and grow Pennsylvania’s poultry, swine, lamb, sheep and goat farming industries.
Use: Research projects to enhance biosecurity, diagnostic testing, veterinary telemedicine and other strategies to prevent, detect and manage animal diseases and protect the food supply.
Funds: A total of $445,000 will be awarded statewide.

Pennsylvania Commission on Crime & Delinquency: 2021 County Jail-Based Medication Assisted Treatment (Funding Source: Federal State Opioid Response Grant)
Who May Apply: All counties on behalf of county jails and work release centers.
Use: To establish or expand a jail-based substance abuse treatment program that supports individuals transitioning from a county jail and/or work release center to the community.
Funds: PCCD expects to fund 14 projects with budgets not to exceed $150,000 over the 12-month project period, with the option to extend for another 12 months (contingent upon federal approval of a No Cost Extension). Approximately $2 million available statewide.

Pennsylvania Commission on Crime & Delinquency: 2021 Drug Court and Pretrial Diversion Initiative (Funding Source: Federal State Opioid Response Grant)
Who May Apply: County court systems. Counties without an existing drug court and/or pretrial diversion program will receive priority consideration.
Use: The expansion of existing drug courts, implementation of juvenile drug courts, or implementation of pretrial initiatives and/or provide opioid-related treatment services to problem-solving court participants.
Funds: Up to $200,000 over a 12-month project period, with the option to extend an additional 12-months, contingent upon federal approval of a No-Cost Extension. No match required. Approximately $2 million available statewide.

Pennsylvania Department of Environmental Protection: Growing Greener Plus Grants (Funding Source: Environmental Stewardship Fund)
Who May Apply: Counties, municipalities, municipal authorities, county conservation districts, watershed organizations, councils of government, educational institutions, and nonprofits.
Use: Growing Greener Plus is three grant programs: Growing Greener Watershed Restoration and Protection; Surface Mining Conservation and Reclamation Act (SMCRA) Bond Forfeiture; and Abandoned Mine Drainage (AMD) Set-Aside grants. The purpose is to address nonpoint source pollution (pollution coming from multiple sources, instead of a single discharge point) through local, watershed, or statewide planning, restoration and protection efforts.
Funds: See grant guidelines. Approximately $18 million is available statewide.
Application Deadline: June 25. Applicants should discuss projects with program staff before June 4.

Pennsylvania Department of Environmental Protection: Section 319 Nonpoint Source Management Watershed Grants (Funding Source: Federal Funding – US EPA)
Who May Apply: Watershed associations, counties, municipalities, municipal authorities, councils of government, conservation districts, educational institutions, and nonprofits.
Use: Projects to address nonpoint source pollution (pollution coming from multiple sources, instead of a single discharge point) originating from agricultural activities, abandoned mine drainage, stormwater runoff, and streambank and degradation.
Funds: No minimum or maximum given. Approximately $4.5 million is available statewide.

Commonwealth Financing Authority: Multimodal Transportation Fund (Funding Source: Multimodal Transportation Fund)
Who May Apply: Municipalities, school districts, private businesses, nonprofits, economic development organizations, public transportation agencies, railroad operators, port terminal operators.
Use: Development, rehabilitation, and enhancement of transportation assets to existing communities; streetscape; lighting; sidewalk enhancement; pedestrian safety; connectivity of transportation assets; and transit-oriented development.
Funds: Grants are available for projects with a total cost of $100,000 or more. Grants shall not exceed $3,000,000 for any project.

Appalachian Regional Commission: Investments Supporting Partnerships in Recovery Ecosystems (INSPIRE) Initiative
Who May Apply: Local development districts; Indian tribes; states, counties, cities, or other political subdivisions, including a special purpose unit of a state or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; institutions of higher education; and public or private nonprofit organizations.
Use: To address the substance abuse crisis by creating or expanding a recovery ecosystem that will lead to workforce entry or reentry for individuals in recovery from substance abuse disorder (SUD). Projects are encouraged to support the post-treatment-to-employment continuum, which could include investments in healthcare networks that support substance abuse recovery professionals; recovery-focused job training programs; and initiatives designed to coordinate or link recovery services and training, among others.
Funds: Planning grants up to $50,000 and implementation grants up to $500,000.
Application Deadline: Letter of intent due May 17. Grant proposal due June 18.

PA Humanities Council/Community Heart and Soul: Community Heart & Soul Seed Grant Program
Who May Apply: Resident-led groups in small cities and towns with populations of 2,500 to 30,000.
Use: Startup funding to implement the Community Heart & Soul model. Community Heart & Soul engages the entire population of a town to identify what they love most about their community, what future they want for it, and how to achieve it.
Funds: Seed grants of $10,000. Requires a $10,000 cash match from the participating municipality or a partnering organization.
Application Deadline: Award determinations are made on a rolling basis until all grants have been awarded.

U.S. Small Business Administration: Shuttered Venue Operators Grant
Who May Apply: Live venue operators or promoters; theatrical producers; live performing arts organization operators; museum operators; motion picture theater operators (including owners); talent representatives. Must have been in operation as of February 29, 2020.
Use: Payroll costs; rent payments; utility payments; scheduled mortgage payments; scheduled debt payments; worker protection expenditures; payments to independent contractors; administrative costs (including fees and licensing); state and local taxes and fees; operating leases in effect as of February 15, 2020; insurance payments; advertising, production transportation, and capital expenditures related to producing a theatrical or live performing arts production. (May not be primary use of funds).
Funds: For an eligible entity in operation on January 1, 2019, grants will be for an amount equal to 45% of their 2019 gross earned revenue OR $10 million, whichever is less. For an eligible entity that began operation after January 1, 2019, grants will be for the average monthly gross earned revenue for each full month in operation during 2019 multiplied by six (6) OR $10 million, whichever is less. Venues or promoters who received a PPP loan on or after December 27, 2020, will have the SVOG reduced by the PPP loan amount.
