NEWLY LISTED PROGRAMS
Department of Aging: Senior Community Center Grant Program
Who May Apply: Senior community centers with an existing, contractual relationship with an Area Agency on Aging.
Use: Funding opportunities are intended for enhancements to increase participation and programming, attract a new generation of older adults, and enable Senior Community Centers to provide a safe and healthy environment for their participants.
Funds: $2 million in competitive grant funding is available.

Commission on Crime and Delinquency: STOP Violence Against Women Formula Grant Program
Who May Apply: County governments and non-profit agencies.
Use: To support communities in their efforts to develop and strengthen effective responses to domestic violence, sexual assault, stalking, and dating violence through multidisciplinary collaboration.
Funds: A total of $870,000 over the three-year project period in federal STOP Formula Grant funds is being announced to support this initiative. PCCD expects to fund two grants with budgets not to exceed $145,000 per 12-month project period.

Military and Veterans Affairs: Veterans’ Trust Fund
Who May Apply: Non-profits serving veterans, veterans’ service organizations, and county directors of veterans affairs
Use: Grant funding is for new, innovative, and/or expanded programs or services that increase or improve services to veterans in their county, region, or across the Commonwealth

Department of Agriculture: Federal Specialty Crop Block Grant Program
Who May Apply: State and local organizations, producer associations, academia, community-based organizations, and other eligible specialty crops stakeholders.
Use: Enhance the competitiveness of specialty crops by leveraging efforts to market and promote specialty crops, assisting producers with research and development relevant to specialty crops, expanding availability and access to specialty crops and addressing local, regional, and national challenges confronting specialty crop producers.
Funds: Approximately $1,000,000 is available for grants under the Program. Grants will be awarded on a funds-available basis.

PROGRAMS OPEN FOR APPLICATIONS:
Department of Community and Economic Development: PA SITES
Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.
Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania.
Funds: $400 million in funding is available.
Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis

Department of Agriculture: Farm Vitality Planning Grant
Who May Apply: Farmers, prospective farmers, and others may apply.
Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.
Application Deadline: Applications will be received until funds are exhausted.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Drug and Alcohol Programs: Recovery Support Services (RSS)
Who May Apply: Applicant must have at least two years of experience as of July 1, 2024, providing RSS and demonstrate the capacity to provide RSS to individuals in recovery from opioid use disorder (OUD) and other concurrent substance use disorder (SUD).
Use: Expand or enhance RSS to individuals in recover from OUD and other concurrent SUD.
Funds: Approximately six grants totaling $1,500,000 each will be awarded.

Department of Environmental Protection: Environmental Education Grants Program
Who May Apply: Public schools and school districts (including intermediate units and charter schools), private schools, conservation and education organizations and institutions, universities and colleges, county conservation districts, incorporated nonprofit organizations, businesses.
Use: Funding is intended for non-formal and forma environmental education projects that ensure an environmentally literate citizenry to take positive actions to help ensure the safety of the state’s natural resources.
Funds: Funding is supported by five percent of the money collected from environmental fines and penalties, to be appropriated to DEP and the Department of Conservation and Natural Resources.

Department of Agriculture: Agriculture Innovation Grant Program
Who May Apply: Eligible applicants include a person who grows an agricultural commodity and who has anticipated sales greater than $2,000 per year; a person who processes an agricultural commodity and has anticipated sales greater than $10,000 per year; a person who provides technical assistance or services to farmers for conservation, engineering, veterinary care, animal disease management, farm management, agricultural commodity production, nutrient management or similar services; or a person or cooperative association that utilizes agricultural commodities to create products or energy.
Use: To promote and support agricultural innovation to ensure the competitiveness, resiliency, environmental stewardship, and vitality of farms, agribusinesses and agricultural support services in this Commonwealth.
Funds: There are three tiers of grants to be awarded: innovation planning project grants, on-site project grant, regional impact project grants. Please visit the website for specific details of each tier.

Department of Community and Economic Development: Main Street Matters
Who May Apply: Units of local government, redevelopment and/or housing authorities, nonprofits, economic development organizations, housing corporations, community development corporations, business improvement districts, neighborhood improvement districts, downtown improvement districts, and similar organizations incorporated as authorities.
Use: A flexible tool for use in community and economic development for a variety of uses including planning activities, façade grant programs, business improvement grant programs, accessible housing programs, and district development grants.
Funds: $20 million was allocated for this program in the 2024/25 budget. Individual grant awards vary depending on the type of grant.

Department of Community and Economic Development: Local Share Account Statewide
Who May Apply: Counties, municipalities, municipal authorities, economic development agencies, redevelopment authorities, land banks, or councils of government. Non-profits may partner with an eligible applicant to apply on their behalf.
Use: Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization. See program guidelines for specific eligible uses of funds.
Funds: The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest. Grant requests must be at a minimum $25,000 and no more than $1,000,000.

Office of the State Fire Commissioner: Unconventional Gas Well Fund
Who May Apply: Volunteer and career fire, EMS, and rescue companies in counties where unconventional gas well drilling is permitted and counties that directly border permitted counties and respond to related emergencies.
Use: Funds may be used for certification, equipment, and training relating to responding to emergencies at unconventional gas wells.
Funds: $250,000 in funding is available.

Department of Community and Economic Development: Mixed-Use Housing Development Pilot Program
Who May Apply: Municipalities, Economic Development Organizations, Redevelopment Authorities, Municipal Authorities, Industrial Development Authorities, For-Profit organizations.
Use: Mixed-use site development, conversion projects, rehabilitation projects, a combination of the three afore-mentioned projects.
Funds: $10 million in PA Sites funding has been allocated for this program. There is no limit on the amount of grant funding that may be awarded to an applicant.

Department of Environmental Protection: Methane Emissions Reduction Program
Who May Apply: An Operator of 10 or less wells, a Qualified Well Plugger, or a Third Party may apply.
Use: Funds are to be used to plug an eligible Marginal Convention Well.
Funds: Grants of $20,000 are available for plugging wells 3,000 feet deep or less. Grants of up to $35,000 are available for plugging wells deeper than 3,000 feet.

Department of Environmental Protection: Food Recovery Infrastructure Grant
Who May Apply: Non-profit organizations
Use: Procurement of equipment (refrigerators, freezers, refrigerant and nonrefrigerated box trucks, cargo vans, pallet jacks, dollies, hand fork lifts, stoves, ovens and microwaves) to reduce food waste disposal from food retailers, wholesalers, agriculture organizations, farms and cooperatives and redistribute that food to the public.
Funds: Grants up to $50,000 are available.

Department of Environmental Protection: Small Business Advantage Grant Program
Who May Apply: Pennsylvania-based small businesses
Use: Adopt processes or acquire equipment which results in energy efficiency, pollution prevention, and natural resource protection.
Funds: Funding can range from 50% or $7,500 (whichever is less) up to 80% or $12,000 (whichever is less) and will vary depending on environmental impact and project location.
