STATE PROGRAMS NOW OPEN FOR APPLICATIONS: 

Pennsylvania Emergency Management Agency: Building Resilient Infrastructure & Communities (replaces Pre-Disaster Mitigation grant)  (Funding Source: Federal Funding)

Who May Apply: Local governments with a FEMA-approved Local Hazard Mitigation Plan are eligible to apply to PEMA as sub-applicants. Individuals, businesses, and non-profit organizations are not eligible to apply for funds directly; however, an eligible local government entity may apply for funding on behalf of individuals, businesses, and non-profit organizations. PEMA will be the statewide applicant to FEMA on behalf of eligible sub-applicants.

Use: Pre-disaster mitigation activities to reduce risk from future hazard events, while also reducing reliance on federal funding in future disasters. A federal disaster declaration is not required.

Funds: Federal cost-share is 75 percent.

Application Deadline: Letters of Interest (required step) must be sent to PEMA by 5pm October 15, 2021.  Completed applications to PEMA are due 5pm November 19, 2021.

Who May Apply: Local governments may apply to PEMA as sub-applicants. PEMA will be the statewide applicant to FEMA on behalf of all sub-applicants. Individuals, businesses, and non-profit organizations are not eligible to apply for funds directly; however, an eligible local government entity may apply for funding on their behalf.  Only National Flood Insurance Program (NFIP)-insured homes and businesses and municipalities in good standing with the NFIP are eligible for mitigation under this program. A federal disaster declaration is not required.

Use: Project scoping, community flood mitigation projects, technical assistance, flood hazard mitigation planning, and individual flood mitigation projects that reduce claims to the NFIP program.

Funds: The federal cost share is 75 percent.

Pennsylvania Department of Community and Economic Development/Department of Health: COVID-19 Vaccine Outreach Grant Program  (Funding Source: Federal Funding)

Who May Apply: Non-profit organizations, including religious institutions and faith-based organizations; childcare and educational institutions, such as child/daycare facilities, K-12 schools, school districts, and institutions of higher education.

Use: To support grassroots outreach efforts to address COVID-19 vaccine hesitancy, including local media buys, creation of outreach and training materials, sponsorship of vaccine-related community events, equipment rental to assist with setting vaccine appointments, and more.

Funds: Up to $100,000

Pennsylvania Historical and Museum Commission: Cultural and Historical Support Grant  (Funding source: General Fund)

Who May Apply: Museums (with annual operating budgets exceeding $100,000 and at least one full-time professional staff person) and official county historical societies.

Use: To support general operating expenses.

Funds: Up to $65,000 for museums and between $2,500 to $4,000 for historical societies.

Pennsylvania Fish and Boat Commission: Boating Facility Grant  (Funding Source: Boat Fund)

Who May Apply: Public entities, such as townships, boroughs, municipal and county governments, as well as nonprofit groups (501c3) including land trusts, conservancies and watershed associations that have or will have the capability to provide boat access facilities that are open and available for general public use.

Use: To provide funding for the planning, acquisition, development, expansion and rehabilitation of public boating facilities located on the waters of the Commonwealth.

Funds: Up to 50% of costs.

Pennsylvania Fish and Boat Commission: Erie Access Improvement Grant  (Funding Source: Fish Fund)

Who May Apply: Government entities and other nonprofit, sporting, conservation and watershed organizations as well as Pennsylvania Department of Conservation and Natural Resources (DCNR)-designated State Heritage Areas.

Use: To address acquisition and development needs in the Erie watershed.

  • The ideal applicant will have a strong partnership with one or more community organizations (e.g., public health, behavioral health providers, school systems, foster care system, healthcare, public safety, first responders or health and human services). - To support the implementation of evidence-based approaches to prevent overdose, substance use disorders (SUD), adverse childhood experiences (ACEs), and other potentially traumatic events in the homes and families of those most at risk of overdose.

OSFC Act 13 Unconventional Gas Well Fund Grant Program: October 15  (Funding Source: Unconventional Gas Well Fund)

  • Fire companies, rescue companies and emergency medical services throughout the 40 counties in which unconventional gas wells are located, or counties that directly border those counties. Training, professional certification or the acquisition of specialized equipment for emergency responses relating to natural gas production from unconventional gas wells.

Agriculture Urban Agricultural Infrastructure Grant Program: October 15  (Funding Source: General Fund)       

  • An individual, partnership, association, business, or municipal government. - Projects that grow agricultural infrastructure in urban food deserts to improve access to fresh, local food and provide opportunities for hands-on learning, community-building, and for people to become social entrepreneurs.  Community gardens are eligible projects.

DEP Coastal Zone Grants: October 18  (Funding Source: Federal Funds)

  • Counties, municipalities, county and regional planning agencies, incorporated nonprofit organizations, school districts, intermediate units, universities and colleges, incorporated conservation and educational organizations, conservation districts, port authorities, and public authorities.  Projects must be located within the boundaries of the Delaware Estuary Coastal Zone or the Lake Erie Coastal Zone. - To address hazards, wetlands, public access, intergovernmental coordination, ocean resources, and nonpoint pollution. Typical projects range from studies, planning, design, and research to land acquisition and minor construction projects. Activities must take place within the Coastal Zone boundaries of Pennsylvania.

DOH Olweus Bullying Prevention Program: October 18  (Funding Source: Federal Funding)

  • 501c3 nonprofit youth organizations. - To implement the Olweus Bullying Prevention Program to promote the reduction of bullying among 12- to 17-year-old youth.

PCCD 2021 Residential Substance Abuse Treatment: October 18  (Funding Source: Federal Funding)

  • Counties, County Jails/County Work Release Centers, Single County Authorities, and/or County Behavioral Health Administrators. - Implement or expand Medication Assisted Treatment and Cognitive Behavior Treatment programs to individuals in county jails and work release centers and upon release to the community.

L&I PA Industry Partnership Grant: October 22  (Funding Source: General Fund)

  • Local workforce development boards, non-profit and non-governmental entities, community-based organizations, educational and post-secondary educational organizations, labor organizations, business associations, and economic development entities. - To identify workforce, education & training, and economic development needs, coordinate regional teams to support industry needs, identify public and community resources to address industry identified needs and increase collaboration among businesses within a targeted industry sector.

PA Office of Commonwealth Libraries Keystone Grants for Public Library Facilities: October 29  (Funding Source: Keystone Recreation, Park and Conservation Fund)

  • This is a non-competitive solicitation that is limited to privately operated residential facilities, community-based providers, and juvenile probation offices that are existing PACTT Affiliates. - To improve services for delinquent youth receiving academic and career/technical training to help them catch up and succeed in school. A goal of the grant is to become a PACTT affiliate, which enables eligibility for future funding.

PennDOT Multimodal Transportation Fund: November 5 (Funding Source: Multimodal Transportation Fund)

  • Municipalities, council of governments, business/non-profit organizations, economic development organizations, public transportation agencies, public airports, airport authorities, and ports and rail entities. - To coordinate local land use with transportation assets to enhance existing communities; improve streetscape, lighting, sidewalk facilities, and pedestrian safety; improve connectivity or utilization of existing transportation assets; or advance transit-oriented-development.

  • Schools, nonprofits, colleges and universities, municipalities, county conservation districts, and businesses. - While all education project topics are considered, water quality, climate change, and environmental justice are priority areas.
