Dear Neighbor,
My office has received many emails this week from people concerned that a bill moving through the House, H.B. 2632, would take funding away from long-standing scholarship programs that help students attend private and parochial schools. I wanted to take a moment to clarify what this bill would actually do for Pennsylvania.
The Educational Improvement Tax Credit (EITC) program was established in 2001. Among its provisions, the program allows businesses to receive tax credits when they donate to eligible nonprofit educational organizations or scholarship-granting organizations. These scholarship organizations receive significant corporate donations to help support students attending eligible schools, and in return, the donating businesses receive tax benefits.
But any time a business receives a tax break, that break is made possible by your tax dollars. And as a taxpayer, you deserve to know how your money is being used.
Right now, Pennsylvania diverts $680 million in taxpayer funds each year to private school scholarship programs with very little transparency. We do not know which businesses are claiming the tax credits, which schools receive the funding, which students benefit from the scholarships, or whether the program is effectively serving low-income students. This bill addresses those transparency concerns. It does not eliminate a single scholarship for a disadvantaged student.
I appreciate all my constituents who have reached out to me about this bill, and I hope this explanation reassures you that my colleagues and I did not vote to reduce funding for the EITC program or eliminate it. Instead, this bill simply requests basic information that will help us evaluate the program and determine how we can best support and strengthen it moving forward.

Stay Safe during the Heat Wave

Yesterday, the National Weather Service issued an extreme heat watch for Delco from midday Wednesday (July 1) into Saturday evening (July 4). NWS said conditions will be dangerously hot, with heat index values up to 108 degrees, due to a high pressure system headed our way from the western part of the country.
Please follow the tips below to stay safe, and look out for your neighbors, friends, and family.

Intern Visit to Harrisburg

Earlier this month, my summer intern, Luke Broadhurst, spent the day with me and my staff at the Capitol. Luke is a rising senior at Penn State University, where he is majoring in political science. He recently completed a semester-long study abroad internship with Chris Hinchliff, MP, in the House of Commons of the United Kingdom Parliament.
After graduation, Luke plans to attend law school and pursue a career dedicated to public service and advocacy. Luke has been a fantastic asset to my district office, and I'm excited to see where his career takes him.

In observance of Independence Day, our office will be closed on Friday, July 3, and reopen on Monday, July 6.

P.S. - Whether or not fireworks are expected, they can cause distress for veterans with PTSD who experienced combat. If you are hosting an event that will include fireworks, you can take a few steps to support your guests who may be impacted by them.

Hunting licenses are on sale now
General hunting licenses in Pennsylvania went on sale this week, while antlerless license sales also opened for residents.
Pennsylvania residents are guaranteed an antlerless deer license for any Wildlife Management Unit (WMU) if they purchase one before July 13, when the first round of sales opens to nonresidents. Hunters may purchase one antlerless license per round during the first three rounds of sales.
You can purchase licenses online at huntfish.pa.gov or in person at an issuing agent.
