What to Know about House Bill 2632
|
Some of you may have received text messages—or sent some yourself—expressing concern about how $680 million in scholarship funding from the Educational Improvement Tax Credit (EITC) is being allocated in HB 2632. Let me reassure you: we have heard your concerns and amended the bill to ensure that not one student will lose their scholarship.
House Bill 2632 will reform reporting for the EITC, which allows businesses to receive state tax credits for contributions to approved educational organizations, such as private and religious schools. However, we currently don’t know where this funding goes, despite our tax dollars being spent on these credits. Last year, $95 million, or 14% of the total fund, went unused.
This bill will ensure greater transparency on where this funding is going so that it helps who it should – our kids.
In fact, by changing the guidelines, we have expanded scholarship opportunities, allowing younger and more vulnerable students to receive these awards and enabling them to be used for after-school programs, STEM learning, workforce development, and more.
Any program that costs taxpayers hundreds of millions of dollars every year should be transparent and accountable to the people. That’s exactly what this bill does—by helping taxpayers and kids at the same time.

Seal of Biliteracy Set to Become Law!

In our modern world, knowing another language is a superpower, and our students who do the hard work of learning a second language should receive recognition.
This week, the Senate passed HB 1877, legislation I partnered on with Reps. Joe D'Orsie and Nikki Rivera's bill, which will allow schools to recognize students who are proficient in English and another language on their diplomas, and the bill is set to head to the Governor's desk to become law!

My legislation to require school districts to consider installing silent panic alarms in schools is one step closer to becoming law!
House Bill 634, also known as Alyssa's Law, would require schools to consider the installation of alarms that would connect directly with law enforcement to signal life-threatening emergencies.

This week, my House colleagues and I passed important bills that will help our neighbors and improve communities:
We are working to regulate data centers and their impact in Pennsylvania. This includes allowing municipalities to establish a 180-day pause on all data center applications while they develop the proper ordinances and protections for their community (HB 2496) and the creation of strict, enforceable guidelines to ensure that any developer seeking tax incentives for data center equipment in Pennsylvania meets strong standards that protect Pennsylvanians (HB 2650).

It was great to welcome one of our neighbors, Mason McElroy, to the state Capitol this week! Mason is the vice president of Clubhouse Living, a nonprofit day center that empowers individuals with intellectual disabilities and autism through connection, purpose, and community.

Supporting our Early Childhood Educators

I had an amazing opportunity to meet with advocates from Start Strong PA as they called for legislative support for early childhood education programs.
Our children deserve only the best, and these educators provide just that. I am proud to support their efforts and back any effort to ensure they are fairly funded.

Property Tax/Rent Rebate Deadline Extended!
|
Applications for Property Tax/Rent Rebates are available, and the deadline to apply has now been extended to Dec. 31! This program gives money back to PA renters and homeowners for the taxes they paid in 2025 - including seniors, widows and widowers, and those with disabilities.

I was honored to join community members, local leaders, and advocates at Reading’s Juneteenth Flag Raising Ceremony in City Park.
Juneteenth commemorates the day in 1865 when the last enslaved people in Texas learned of their freedom, more than two years after the Emancipation Proclamation was signed. It is a day to reflect on our nation’s history, honor the resilience of those who came before us, and recognize the ongoing work of expanding opportunity and equality for all.
As we honor this important day, let us recommit ourselves to building a future where freedom, opportunity, and justice are accessible to everyone.

Celebrating the Arts in West Reading

It was wonderful to see so many of our neighbors out at Art on the Avenue in West Reading! A staple of our community for over 30 years, artists from across our region took over Penn Avenue to show their artistic skills and sell their wares.

Reading Wants to Hear from You
|
City property owners, businesses and developers seeking to have land added to or removed from Reading’s City Revitalization and Improvement Zone, or CRIZ, have until July 31 to submit applications for consideration during the 2026 map change cycle.

New Farming Grants Now Available
|
Horizon Farm Credit just launched a new $20,000 grant for Young, Beginning, and Small Farmers and will award 10 grants. You can learn more here.

The Reading Roots Market will be open every Thursday from 11 a.m. - 2 p.m. at Goggleworks until October 8. In addition, every third Thursday, there will be a night market from 5 - 8 p.m.

You Are Not Alone: Crisis Intervention Resources

Holcomb Crisis Intervention in West Reading offers a free crisis program to support our neighbors experiencing varying levels of crisis, 24 hours a day, seven days a week, in both English and Spanish.
