Burns helps unveil report on state's heroin epidemic

HARRISBURG, Sept. 23 – State Rep. Frank Burns, D-Cambria/Somerset, joined other lawmakers and board members of the Center for Rural Pennsylvania today to announce the release of the center’s report on the state’s heroin epidemic.

Burns said the report is the product of four hearings the center held across the state over the summer, including one at St. Francis University in August that he attended.

"In the last five years, heroin has claimed nearly 3,000 lives in Pennsylvania, and Cambria County has seen nearly double the statewide average of overdose deaths," Burns said. "It's clear from the hearings and this report that the heroin problem has reached crisis mode in the Commonwealth.

"We need to educate the public, increase the availability of help for those seeking treatment and give law enforcement the tools they need to wipe heroin out."

Cambria County's average of overdose deaths is 22.6 deaths per 100,000 people. The statewide average of overdose deaths is 12.7.

The report reflects the issues addressed, and the recommendations made at those hearings, by more than 50 presenters. Those testifying included educators, students, elected officials, law enforcement officials, medical and health care professionals, treatment providers, and family members who have lost loved ones.

In addition to identifying specific legislative actions recommended by those testifying, the report identifies nearly 20 issues requiring additional evaluation, research and action.
