Burns co-sponsored new law that increases rebate amounts and eligibility for Property Tax/Rent Rebate Program
Offering two clinics at Johnstown Senior Center in February to help seniors apply

HARRISBURG, Feb. 6 – A new law went into effect at the beginning of the year that Rep. Frank Burns co-sponsored, which expands eligibility and increases rebate amounts for the Property Tax/Rent Rebate Program.
“This is the largest targeted tax cut in nearly 20 years, with income limits increased so more people qualify and there are larger rebates,” Burns said.
The Property Tax/Rent Rebate Program offers a rebate on property taxes or rent in the previous year for those 65 or older, widows and widowers 50 or older and adults with disabilities who earn less than $45,000 a year, whether they rent or are homeowners. Applicants only need to count half of their Social Security income when applying. In addition to increasing the income eligibility by $10,000 for homeowners, and $30,000 for renters, the maximum rebate amount increased to $1,000.
“Because of the changes, an additional 3,500 seniors in Cambria County now qualify, and I want to make sure everyone who is eligible knows about it and applies. That’s why I’m hosting two clinics this month; my staff and I will help those who attend apply,” Burns said.
Burns’ Property Tax/Rent Rebate Clinics will be held from 10 a.m. to 2 p.m. on Thursday, Feb. 8 and Thursday, Feb. 29 at the Johnstown Senior Center.
“If you can’t make either of these clinics, I plan to host additional events throughout the district in the upcoming months. Plus, you can always visit one of my offices to learn more or for help applying,” he said.
For those interested in applying, Burns asks that applicants visiting his office or mobile clinics to have the following documents, which will make it easier to complete the application:
- A driver’s license or photo ID for identification.
- Proof of all 2023 income.
- Stamped proof of 2023 property taxes paid for homeowners or a completed Pennsylvania Rent Certificate for renters.
- Direct deposit information if that’s the preferred way to receive the rebate.
