Markosek bill for insurance coverage of speech therapy for childhood stuttering heads to governor’s desk

HARRISBURG, Oct. 9 – In a major win for children who stutter and their families across Pennsylvania, the state Senate unanimously passed legislation introduced by state Rep. Brandon Markosek, D-Allegheny, that would provide insurance coverage for speech therapy services.
House Bill 2268 would mandate that insurance companies cover the costs of essential speech therapy services for young people who need it. This change will remove financial barriers for families seeking help for their children, ensuring that more young people can receive the therapy they need without the worry of out-of-pocket expenses.
Markosek’s lifelong struggle with stuttering, which began in childhood and continues today, has been a driving force behind this legislation.
“Having grown up with a stutter, I know how important speech therapy can be, not only in improving speech but also in boosting confidence,” Markosek said. “I understand firsthand the challenges and stigma that come with stuttering and that giving children access to necessary speech therapy early on will help them develop communication skills important to their academic and social development. This legislation is about making sure that no child in Pennsylvania has to face the additional hurdle of affordability when it comes to getting the support they need to thrive.”
Markosek said he appreciates the support he received from NBA veteran Michael Kidd-Gilchrist, who also stutters and who champions awareness and resources for the stuttering community. Kidd-Gilchrist also was a leading advocate for similar legislation signed into law earlier this year in Kentucky.

The legislation now heads to Gov. Josh Shapiro’s desk to be signed into law.
