Isaiah Brooks - New Intern

Hello everyone! My name is Isaiah Brooks, and I am Rep. Nelson's newest intern. This fall, I will start my second year at Morehouse College as a sociology major on the pre-law track. Though I spent my early years growing up in Philadelphia, I spent my middle and high school years attending Cedarbrook Middle School and Cheltenham High School.

 

A big reason I applied for this position can be attributed to my desire to get to know more about the people who live in my community. Working in constituent services affords me the opportunity to not only provide support to those in my community, but also affect positive change in the lives of others, a practice I hope to continue throughout the rest of my life.

 

During my first year at Morehouse, I was able to learn from professors and faculty who have been where I want to go. They’re people who not only care about my academic success, but who are also interested in the cultivation of my humanity.

 

Going into the summer, I knew I needed to find a way to actualize my learning; I had to put my education into practice. A job in the constituent services department was perfect for me. While I knew the job would be far from easy, as someone who is always open to learning and is a hard worker, I know that I’m capable of doing anything when I apply myself.

 

In my free time, you’ll catch me playing cards with my family, watching TV with them, or having deep conversations as well. I also play video games in my spare time, including Overwatch, Tekken 8, and Street Fighter, just to name a few. I take gaming seriously, but I am far from a professional-level player. In addition, I also love reading books. Some that I’m currently reading include The Count of Monte Cristo, Baldwin: A Love Story, and The Miseducation of the Negro. I love delving into stories that challenge the way I think and open my mind to new possibilities.

 

Some fun facts about me are that, for one, I don’t like ice cream, mainly because of the texture and milkiness of it. Another is that I play the bass at a mostly beginner level, but I can play the major scale. Thirdly, my favorite food is french fries. Fries can go with every meal and pretty much every food. Potatoes are a very versatile vegetable.

High Note

At the time you're reading this, I'll most likely be speaking at RootsCon; an opportunity to discuss child literacy rates in Philadelphia. I am especially honored and excited to serve on this esteemed panel with a few of my fellow legislators.

 

Together we will examine the literacy crisis impacting Philadelphia and communities across Pennsylvania to discuss the systemic barriers too many young people face in learning to read proficiently and the long-term consequences those challenges create.

 

Hopefully, these four great minds, and I, can solve these issues in one afternoon!

 

 

 Electric Vehicle Tour - House Bill 2013

HB 2013 Electric Vehicles

This past Wednesday I visited and toured the electric vehicle showrooms and service center at the King of Prussia Mall with many of my fellow legislators to discuss Representative Greg Scott's Electric Vehicle (EV) bill, HB 2013, which would allow all EV manufacturers to sell directly to consumers.

 

Due to the technicalities of the current law, only Tesla would ever qualify to sell EVs directly to consumers. We had the opportunity to discuss with employees from the Mall's Tesla, Lucid, and Rivian stores to hear how this impacts the customer experience. It was certainly eye opening!

 
PECO Update

 

Preparing for Summer Energy Use and
Upcoming PECO Rate Changes

As summer begins and temperatures rise, PECO is reminding customers that energy bills may increase due to higher air conditioning use and greater demand for electricity.

 

PECO has shared that they have been preparing the energy grid for the summer season by maintaining critical infrastructure, testing systems and procedures, and strengthening the local grid to better withstand severe summer storms and increased energy usage.

 

Starting June 1, electricity and natural gas supply charges will also increase. PECO says these charges make up about half of a customer’s bill. PECO notes that supply charges make up about half of a customer’s total bill and may be purchased through a competitive supplier. For customers who do not use a competitive supplier, PECO passes these supply costs along at the same price the company pays. 

 

To help save money, PECO encourages customers to track their energy use, look into energy-saving programs, and sign up for billing and PECO alerts. They also, want to make certain that customers understand their bills, so they have included in-depth videos on understanding your bill

Mt Carmel Grading Project

 

SEPTA Mt. Carmel Grade Crossing Renewal Project

SEPTA has announced upcoming improvements to the Mt. Carmel Avenue railroad crossing in Abington and Cheltenham townships, which will result in temporary road closures, parking restrictions, and changes to Warminster Line service. 

 

From Friday, May 29 at 9:00 a.m. through Monday, June 1 at 8:00 p.m., Mount Carmel Avenue will be closed between Houston Avenue and Tyson Avenue while crews replace the crossing surface, rails, and ties, and repave the roadway approaches to create a smoother and safer crossing. 

 

Drivers will be detoured via Edge Hill Road, Easton Road, and Jenkintown Road. Local access to homes and businesses will remain available, but delays are expected.

 

In addition, 24 parking spaces at Glenside Station will be temporarily unavailable from May 20 through June 3 due to construction staging.

 

Warminster Line riders should also expect service adjustments on Saturday, May 30, and Sunday, May 31, including two-hour train service, some trains terminating at Glenside Station, and boarding changes at Ardsley Station.

Montco 2026 Senior Farmers Market Nutrition Program Now Open

 

Now OPEN! Montco Share: 

Senior Farmers Market Nutrition Program (SFMNP)

SFMNP provides eligible low-income seniors with access to locally grown fruits and vegetables in Pennsylvania. Eligible participants will receive five $5 vouchers (totaling $25) to use at authorized farmers’ markets and produce stands across the state.  

 

The Montco office will be distributing vouchers both by mail and at select pop-up events across the county. Once the distribution event schedule is finalized it will be posted on the Montco Share page.

 

Completed applications can be submitted by mail or email to infomhs@sharefoodprogram.org

  • June 1: First day seniors may redeem SFMNP checks for fresh produce purchased from approved farmers
  • September 15: Last day to mail SFMNP applications
  • September 30: Last day to issue SFMNP checks (in person and by mail)
  • November 30: Last day for participants to use their 2026 SFMNP check

PECO Elkins Park Project Update

PECO Elkins Park Project Update

PECO continues work on a major electrical distribution system upgrade project in Cheltenham Township and Jenkintown Borough aimed at improving electric reliability and modernizing infrastructure in the area.

 

Most upgrade work has already been completed in parts of Elkins Park, Lamott, Lynnewood Gardens, Melrose Park, and Wyncote. Final electrical upgrade work in those neighborhoods is expected to continue through November 2026.

 

Construction activity is still ongoing in sections of Chelten Hills and Elkins Park, where PECO and contractor Infrasource are performing underground and aerial utility work. Work is expected to take place Monday through Friday from 8 a.m. to 5 p.m., with possible weekend activity as needed. This phase of construction is anticipated to be completed by July.

 

Residents may experience temporary lane closures or detours during construction. PECO says access for emergency vehicles and trash collection will be maintained throughout the project.

Annual Expungement Clinic

 

Expungement Clinic Next Month

I’m partnering with Congresswoman Madeleine Dean to host our Annual Expungement Clinic on June 27 from 10 a.m. to 12 p.m. at her Glenside District Office.

 

This clinic is an opportunity for eligible residents to receive guidance on clearing their criminal records and taking a meaningful step forward. Legal support will be provided by Legal Aid of Southeastern Pennsylvania, who will be on site to help participants throughout the process. 

 

To participate, individuals should bring their case information, including court records or minute orders, and must not be in violation, on parole, or on probation.

 

I strongly encourage anyone who may be eligible to call my office ahead of time to confirm eligibility and make sure you have the necessary documents. You can also sign up online at RepNapoleon.com.

 

Helping people move forward and access a second chance is an important part of building stronger, safer communities, and I’m proud to support this effort!
