Kinkead welcomes $3.2 million for local projects grant funding
State grants fund milk bank expansion, new EMS vehicles

PITTSBURGH, Dec. 18 – State Rep. Emily Kinkead announced today that nearly $3.2 million in state grant funding has been awarded to local projects supporting public infrastructure and services.
“I’m thrilled to deliver for the needs of people in our communities,” said Kinkead, D-Allegheny. “Working with my colleagues, we secured these grants to help provide lifesaving health care, support our first responders, and ensure our public systems work better for everyone.”
Kinkead said funding was awarded as follows:
- $1 million to Mid-Atlantic Mothers’ Milk Bank to support construction in Phase 1 of its expansion project (secured in collaboration with state Sen. Wayne Fontana).
- $244,756 to Ross-West View Emergency Medical Services Authority for the purchase of vehicles and equipment as part of a mass casualty response package (secured in collaboration with state Sen. Lindsey Williams).
- $221,350 to Avalon Borough to replace a retaining wall on North Birmingham Avenue near Avalon Community Park (secured in collaboration with Fontana).
- $81,250 to MAMMB to purchase and install new pasteurizers and other essential lab equipment (secured in collaboration with Fontana).
- $50,000 to Bellevue Borough for a new restroom at Bayne Park (secured in collaboration with Fontana).
- $1 million to Pittsburgh City for the purchase of two new ambulances (secured in collaboration with Fontana, Williams, state Sen. Jay Costa, and the Allegheny House Democratic Delegation).
- $300,000 to Pittsburgh Water for the purchase of 13 new vehicles to modernize its infrastructure and improve efficiency (secured in collaboration with Costa, Williams, Fontana, and the Allegheny House Democratic Delegation).
- $300,000 to Red Cross of Chestnut Ridge and Allegheny Mountains for the purchase of 11 vehicles equipped and designed to transport blood to hospitals, cancer centers, and surgery centers across Pennsylvania (secured in collaboration with state and local partners across the region).
The grant for lab equipment at MAMMB was awarded through the Neighborhood Assistance Program and the grant to Bellevue Borough was awarded through the Greenways, Trails, and Recreation Program.
All other funding was awarded through the Local Share Account – Statewide grant program. The PA Race Horse Development and Gaming Act provides for the distribution of gaming revenues through the Commonwealth Financing Authority to support projects in the public interest within the Commonwealth of Pennsylvania. Eligible projects include acquisition, construction, renovation and rehabilitation, demolition, infrastructure, purchase of vehicles, machinery and equipment, planning, consulting and design costs related to projects, engineering, and some administrative costs.
