Kinkead community college credit transfer bill heads to governor’s desk

Legislation creating affordable pathways to four-year degrees clears state House and Senate

HARRISBURG, July 12 – Legislation introduced by state Rep. Emily Kinkead requiring community college credits to transfer toward parallel baccalaureate programs at PASSHE schools is on its way to Gov. Josh Shapiro’s desk.

“Making higher education more affordable is one of the best things we can do to support the next generation of leaders,” said Kinkead, D-Allegheny. “Giving students peace of mind that the time, energy, and resources invested at a school will still be recognized if they decide to transfer will encourage more students to pursue higher education here in Pennsylvania.”

Kinkead said that following budget negotiations, H.B. 897 now also includes provisions to increase transparency around college tuition and fees, require colleges to implement a closure plan if they intend to shut down and make several changes to the state’s Public School Code, including the creation of the state Board of Higher Education within the Department of Education. All of these will make higher education more attainable in the state and keep Pennsylvania students in Pennsylvania.
