Khan calls on state Senate to pass AI in campaigns bill

Bill would require disclosure of AI usage and provide guiderails for usage in campaign ads

HARRISBURG, Oct. 21 — With the general election quickly approaching, new AI-generated attack ads show the dangers of unregulated AI-generated content and the need for swift passage of sensible guardrails, state Rep. Tarik Khan said.

Khan, whose H.B. 811 would regulate the usage of AI in campaign advertisements, said recent AI-generated attack ads underline the importance of his legislation. He called on the state Senate, where the bill has languished after passing the House unanimously in June, to vote on it.

“It’s deeply troubling that AI-generated political deepfakes have exploded, with candidates now putting words in their opponents’ mouths that they never said,” Khan said. “For two legislative sessions, my bipartisan legislation to protect voters from this deception has passed the House, only to sit in the Republican-controlled Senate without action.”

Khan’s bill would require a clear and prominent disclosure if an ad contains AI-altered or AI-generated content and would allow candidates to bring civil actions against individuals or entities that use AI-generated content without disclosure, with penalties of up to $50,000.

“Look, criticize your opponents all you want. That’s politics. But don’t use AI to fool voters,” Khan said. “My bill requires clear warnings when deepfakes are used and serious penalties for breaking the law. The Senate needs to act. The genie is already out of the bottle.”
