URGE THE SENATE TO ACT NOW TO HELP PEOPLE WHO COULD LOSE THEIR HOMES.

More than a quarter-million Pennsylvanians and families of every type and every size live in manufactured homes – the vast majority of them at one of the commonwealth’s more than 2,000 manufactured home communities.

Manufactured homes offer a more affordable path to home ownership – often costing less than renting an apartment or house while helping build credit and equity.

However, owners in manufactured home communities are too often at the mercy of the person or company owning the lots the homes sit on – there are no rules about raising rents. As more and more communities are purchased by speculators and private equity firms with an eye only on short-term profits instead of long-term stability, there are a lot of people at risk of losing their homes.

The House of Representatives acted to fix this problem. House Bill 1250, the Protecting Residents of Manufactured Home Communities Act, passed with an overwhelming bipartisan majority.

Unfortunately, the state Senate has chosen to do nothing. This bill has been sitting in the Senate Urban Affairs & Housing Committee since June – of 2025.

Time is running out. Please, add your voice and urge the Senate to bring this commonsense solution up for a simple up-or-down vote.

Dear Senator,

Manufactured homeowners are being priced out by skyrocketing lot rents and fees, forcing families to choose between predatory unaffordable housing costs and losing the homes they worked hard to purchase and maintain. At a time when every household expense is rising, allowing these increases to continue unchecked is unacceptable.

House Bill 1250 has now been sitting in the Senate for more than a year. It passed the House with overwhelming bipartisan support and establishes a reasonable balance between protecting homeowners from unreasonable rent increases and respecting the rights of community owners.

The Senate has had more than enough time to act. Continued inaction is a choice, and Pennsylvanians, including me, are paying attention to that choice.

Homeowners and advocates are watching which legislators are willing to move HB 1250 forward and which are willing to let it remain stalled. They deserve to know where their elected representatives stand.

Move HB 1250 forward. Bring it to the Senate floor. Give every Senator the opportunity to vote.  Support your constituents rather than out of state private equity firms.

Manufactured homeowners should not have to wait another year while their homes and financial security are at risk.
