I join state Rep. Donna Oberlander, R-Armstrong/Clarion and Gov. Tom Corbett for the ceremonial signing of Act 175 of 2014, the Greenhouse Gas Regulation Implementation Act. Pennsylvania is under a federal mandate to cut coal plants’ carbon dioxide emissions by 32 percent by 2030, but Act 175 ensures that the plan that Pennsylvania submits to the EPA is crafted at least cost to commonwealth ratepayers and protects the reliability of electric supplies.
