H.B. 2123 seeks 50 percent bump to pay for upkeep of former state roads

HARRISBURG, June 3 – State Rep. Pam Snyder, D-Greene/Fayette/Washington, today said she has introduced legislation that would provide fairer reimbursements to localities maintaining roadways once part of the state highway system.
“House Bill 2123 would help our boroughs, townships and cities by providing responsible funding for the highway maintenance they provide that was formerly done by the state,” Snyder said. “The reimbursement rate hasn’t been increased in 10 years and is woefully inadequate.”
Snyder said her measure would increase the maintenance payment from the state Department of Transportation to $6,000 per mile from $4,000.
“The legislation also includes provisions to adjust the rate annually based on inflation,” Snyder said. “Thousands of miles of roadways are better maintained at the local level, but municipalities must be adequately reimbursed.”
Snyder said the adjustment would be only the second increase since Pennsylvania’s Turnback program was launched in 1983.
