Conservation and Natural Resources: Community Conservation Partnerships Program
Who May Apply: counties, municipalities, municipal agencies, nonprofit organizations, state heritage areas, prequalified land trusts, for-profit organizations (for some grant types).
Use: Funds may be used for projects related to parks, recreation, and conservation, including, but not limited to, park and recreation rehabilitation and development, recreation and conservation planning, trail planning and construction, land acquisition and conservation, river access and conservation, community and riparian tree planting, and regional and statewide partnerships to better develop and manage resources.
Funds: Funds for this program come from a mix of state and federal sources, including the Keystone Recreation, Park and Conservation Fund, the Environmental Stewardship Fund, the Snowmobile Restricted Account, the All-Terrain Vehicle Restricted Account, and more. The 2023 funding round provided over $52 million in awards.

Community and Economic Development: COVID-19 ARPA PA Multi-Purpose Community Facilities Program
Who May Apply: Units of local government and community anchor institutions (as defined in Act 96 of 2021).
Use: Funding is to be used for community projects that construct, acquire, or improve facilities (shared office space, recreation centers, schools, libraries, etc.) that are or will be open to the public and directly enable work, education, and health monitoring at the facility.
Funds: $44,853,958 of federal ARPA funds will be distributed through this program. The minimum grant amount is $250,000 and the maximum grant amount is $2 million.

Drug and Alcohol Programs: Recovery Housing Program
Who May Apply: Any entity registered with the Pennsylvania Department of State to provide housing for individuals recovering from substance use disorder.
Use: Health and safety upgrades, including demolition, debris removal, rehabilitation improvements, environmental remediation costs, and construction and inspections to comply with DDAP regulations.
Funds: A total of $300,000 is available. Grant awards will be up to $50,000.
Application Deadline: The grant will remain open until funds are exhausted.

Commission on Crime and Delinquency: Recruitment Incentives for Law Enforcement
Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.
Use: Funding is explicitly to support Act 120 training and recruitment activities for law enforcement officers that will take place between Oct. 19, 2023 and June 30, 2025.
Funds: $14 million in federal COVID Relief (ARPA) is available. PCCD anticipates this funding being able to support approximately 2,000 new fulltime officers statewide.
Application Deadline: Applications will be reviewed on a rolling basis until all funding is committed, at which point the application period will close.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Environmental Protection: Pennsylvania Grid Resilience Grant Program
Who May Apply: An electric grid operator, an electricity storage operator, an electricity generator, a transmission owner or operator, a distribution provider, a fuel supplier, or any other relevant entity as determined by DEP in consultation with the federal Department of Energy.
Use: Funding is intended to be used to implement resilience measures intended to mitigate the impact of disruptive events. These measures may include weatherization technologies and equipment, fire-resistant technologies, monitoring technologies, undergrounding of electrical equipment, utility pole management, advanced conductors, hardening of power lines, facilities, substations, or other systems, and more.
Funds: Approximately $16 million is available for grants. Funding originated through the Bipartisan Infrastructure Law.
Application Deadline: There are two deadlines for this program. Applicants must have submitted a concept paper by November 14, 2023. Full applications must be submitted by January 26, 2024.

Department of Community and Economic Development: Local Share Account Philadelphia
Who May Apply: Community Development Corporations, economic development organizations and redevelopment authorities, business improvement districts/neighborhood improvement districts, non-profit organizations with a 501(c) designation, the City of Philadelphia, the School District of Philadelphia. Any eligible organization must be located in Philadelphia.
Use: Economic development projects, neighborhood revitalization projects, community improvement projects, projects in the public interest. Any eligible project must be located in Philadelphia.
Funds: Grant amounts will vary based on the specific project requirements but are limited to a minimum request/award of $10,000 and a maximum request/award of $500,000.

Historical & Museum Commission: Empowered History Micro-Grant Program
Who May Apply: Any community group or member of a community with historical materials located in Pennsylvania. Highest priority is given to organizations with demonstrated financial need and historical material from communities that are underrepresented in the historical record.
Use: Enable communities to preserve and share their history through purchases that capture, preserve or disseminate community history, such as but not limited to, archival boxes, digital projects, educational materials, equipment to improve storage, and more.
Funds: Grants will be awarded in amounts between $100 and $1,000

Commission on Crime and Delinquency: PAYS Survey Design Consultant
Who May Apply: Applicants must meet the qualifications listed in the program guidelines, but any non-profit, for-profit, or academic organization is eligible.
Use: The primary purpose of this project is to contract with an expert in the practice of surveying youth and adolescents to help inform necessary and appropriate revisions to the Pennsylvania Youth Survey (PAYS).
Funds: Funding is provided through the State Violence and Delinquency Prevention Program stream. PCCD expects to fund one grant not to exceed $200,000.

Commission on Crime and Delinquency: Oversight of the 2025 and 2027 PAYS Administrations
Who May Apply: Applicants must demonstrate their ability to conduct the tasks outlined in the program guidelines, but non-profits, for-profits, institutions of higher education, or others are eligible.
Use: The primary purpose of this project is to provide direct oversight of the administration of the Pennsylvania Youth Survey (PAYS) for the 2025 and 2027 survey administration periods.
Funds: Funding is provided through the State Violence and Delinquency Prevention Program stream. PCCD expects to fund one grant not to exceed $125,000.

Council on the Arts: Entry to Arts Organizations and Arts Programs
Who May Apply: Nonprofit, tax-exempt corporation, a unit of government, or school district, providing arts programming and/or arts services in Pennsylvania with at least two years of consistent arts programming and an annual arts revenue of over $200,000.
Use: This program is the entry point for organizations or programs to enter the Arts Organizations and Arts Programs track. Eligible uses of funds include, but are not limited to, operating, programming or project expenditures.

Department of Human Services: OCDEL Keystone STARS Continuous Quality Improvement
Who May Apply: Eligible childcare providers will be notified via an eligibility letter from their Early Learning Resource Center. Providers must meet the requirements outlined here.
Use: Staff qualifications and professional development, early childhood education programs, partnerships with families and communities, leadership and management, and accreditation costs.
Funds: Grant amounts vary by provider. Grant funding comes from $12 million of federal Childcare Development Fund funds.

Department of Transportation: State Transportation Innovation Council (STIC) Incentive Program
Who May Apply: To be eligible for STIC Incentive funding, the STIC or other equivalent task force, committee or group must be formally established with a charter, include public and private members, meet regularly, and comprehensively consider sources of innovation.
Use: The State Transportation Innovation Council Incentive Program provides funding to help STICs foster a culture of innovation and make innovations standard practice in their states. Examples of allowable activities include but are not limited to: developing standards and specifications; developing training to facilitate widespread use of innovation, developing memoranda of agreement; preparing a report summarizing the lessons learned and economic analysis of an innovation; and sponsoring an innovation workshop to share best practices.
Funds: $125,000 in federal funding is available for this funding round. Applicants must provide a 20% non-federal funding match.

Commission on Crime and Delinquency: Substance Abuse Education and Demand Reduction Category 1
Who May Apply: Nonprofit organizations. Governmental entities, including school districts, are not eligible, though they may apply with a nonprofit that is the formal applicant agency.
Use: Funding is to be used to provide research-based or evidence-based approaches to prevention, intervention, treatment, training, and education services to reduce substance use, reduce substance use behavior, or combat opioid heroin overdoses.
Funds: PCCD expects to fund up to nine grants with budgets not to exceed $250,000 over a 2-year project period.

Commission on Crime and Delinquency: Substance Abuse Education and Demand Reduction Category 2 & 3
Who May Apply: Nonprofit organizations that meet certain criteria, including serving a statewide population, possessing five or more years of experience carrying out substance use education, maintaining a drug-free workplace policy, and have a purpose dedicated to the reduction of substance use.
Use: Category 2 funding is available to educate youth, caregivers of youth, and employers about the dangers of substance abuse and increase awareness of the benefits of a drug-free Pennsylvania. Category 3 funding is available to educate employers, unions, and employees about the dangers of substance use in the workplace and provide drug-free programs to businesses.
Funds: PCCD expects to fund up to eight grants with budgets not to exceed $250,000 over a 2-year project period.

Commission on Crime and Delinquency: School Safety and Security Grant Program
Who May Apply: School districts, intermediate units, area career and technical schools, charter schools, cyber charter schools, regional charter schools, approved private schools, chartered school for the education of the deaf or the blind, private residential rehabilitative institutions, municipalities, law enforcement agencies, and approved vendors.
Use: Municipalities, law enforcement and approved vendors are limited to apply to provide school security personnel services within schools. Schools can apply for programs that address safety and security, including but not limited to, safety and security assessments, conflict resolution or dispute management strategies, school-wide positive behavior support, school-based diversion programs, peer help programs, classroom management, training, and more.
Funds: A total of $32,179,000, which includes $26,345,000 from the $50 million allocated for the School Safety and Security Grant Fund and $5,834,000 allocated from the FY23-24 Targeted School Safety Grant Program, is being announced to support this initiative.

Commission on Crime and Delinquency: School Mental Health Grants
Who May Apply: School Districts, Intermediate Units, Area Career and Technical Schools, Charter Schools, Regional Charter Schools, and Cyber Charter Schools.
Use: Schools can apply for programs that address safety and security, including but not limited to, risk assessment, counseling services, staff training, costs associated with training and compensating certified school counselors and social workers, trauma-informed approaches to education, and more.
Funds: A total of $90 million in Federal COVID Relief – ARPA – School Mental Health Grant funding provided by the state budget and allocated through 24 P.S. §13-1315.1-B is available.

Commission on Crime and Delinquency: School District Meritorious Grants
Who May Apply: School Districts.
Use: To support the physical security or behavioral health needs of students, including but not limited to, safety and security assessments, student codes of conduct, security planning and purchase of security-related technology, staff training, costs associated with training and compensating school resource officers, and more.
Funds: A total of approximately $18.6 million is being announced to support this initiative. School districts are eligible for an award ranging from $30,000 to $45,000, dependent upon the average daily membership of the school district.

Department of Environmental Protection: Small Business Advantage Grant Program
Who May Apply: For-profit businesses in PA with a primary physical location in PA and 100 or fewer full-time employees. Commercial real estate businesses and tenant businesses may also be eligible if they meet the criteria outlined in the program guidelines.
Use: The Program is a first-come, first-served grant program that provides matching grants to assist small businesses undertaking energy efficiency, pollution prevention or natural resource conservation projects.
Funds: $1 million in grant funding is available for this funding round for grants between $5,000 and $8,000.
Application Deadline: Grants will be accepted through March 22, 2024 or when funds are exhausted, whichever occurs first.

Commission on Crime and Delinquency: 2024/25 Justice Assistance Grant (JAG) Local Initiatives Funding
Who May Apply: Eligible applicants include local units of government, including counties, and non-profit organizations. State agencies, non-profit colleges, universities, and other school entities are not eligible to apply.
Use: The goal of this program is to implement projects and programs that directly address the objectives and goals outlined in PCCD’s approved 2021-2025 Strategic Framework.
Funds: $7 million in federal funding is provided through Byrne Justice Assistance Grant funds. PCCD expects to fund approximately 30-35 grants not to exceed $250,000 per grant.

Department of Agriculture: Resilient Food Systems Infrastructure Program
Who May Apply: Agricultural producers or processors and nonprofits, for-profits, local government entities, and institutions such as schools, universities or hospitals that operate middle of the food chain activities or invest in equipment that will benefit middle of the supply chain activities.
Use: Activities that expand capacity and infrastructure for the aggregation, processing, manufacturing, storing, transporting, wholesaling or distribution of targeted local and regional agricultural products
