Pa. state Rep. Chris Rabb says the legislature should not give law enforcement more tools to abuse their power and make unlawful arrests. He rises in the Pa. House Chamber in strong opposition to a measure that would do nothing to make the people he represents safe, but instead would criminalize the natural flight or fight response. He says this response is an automatic and physiological reaction to something that may be perceived as a threat or frightening. He says the bill would make those suffering from PTSD, anxiety, or fear of animals subject to being criminalized for perceiving a threat.
