Merski measure to streamline game reporting wins House approval

HARRISBURG, June 1 – As Pennsylvania moves to modernize hunting regulations and streamline game reporting, state Rep. Bob Merski, D-Erie, secured House passage of H.B. 2363, a measure that would update the Game Code to clarify tagging, reporting, transport and possession rules for big and small game while authorizing electronic tagging with protections for hunters.
House Bill 2363 would authorize the Pennsylvania Game Commission to offer an electronic tagging option for hunters, require the Commission to continue offering a free physical tag if electronic tagging is implemented, and update rules governing the shipping and transport of big game and the possession and transport of small game. Supporters say the measure would streamline reporting, improve enforcement clarity, and protect hunters who lack reliable electronic access.
“Modernizing our Game Code is common-sense reform,” Merski said. “This bill would update outdated language, make reporting more efficient, and ensure every hunter—regardless of technology access—has a clear, affordable way to comply with the law.”
Merski noted the bill was drafted with input from the Pennsylvania Game Commission, hunting groups and other stakeholders to ensure the reforms would be practical and enforceable.
“By working with regulators and the people who use these rules every day, we crafted a solution that would modernize reporting without leaving anyone behind,” he said.
The bill now heads to the state Senate for consideration.
