Commission on Crime and Delinquency: STOP Violence Against Women Statewide Training & Technical Assistance: Law Enforcement 

Who May Apply: Eligibility for these funds is open to any potential applicant who can produce the training and technical assistance opportunities to meet the goals and objectives of the program.

Use: Funds for the proposed project shall be used to implement training and technical assistance to law enforcement officers to align with STOP Implementation Plan goals and objectives, including to enhance the capacity of local communities to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women and to develop and strengthen victim services in cases involving violent crimes against women.
Funds: Projects should not exceed a total of $105,000 over a three-year period.

Commission on Crime and Delinquency: STOP Violence Against Women Statewide Training & Technical Assistance: Prosecution 

Who May Apply: Eligibility for these funds is open to any potential applicant who can produce the training and technical assistance opportunities to meet the goals and objectives of the program.

Use: Funds for the proposed project shall be used to provide training and technical assistance to Pennsylvania Prosecutors to improve the Commonwealth’s multi-system collaborative response to the crimes of domestic violence, sexual assault, stalking and dating violence.

Funds: Projects should not exceed a total of $150,000 over a three-year period.

Commission on Crime and Delinquency: Statewide Training and Technical Assistance: Domestic Violence, Stalking and Dating Violence Solicitation

Who May Apply: Eligibility for these funds is open to any potential applicant who can produce the training and technical assistance opportunities to meet the goals and objectives of the program.

Use: Funds for the proposed project shall be used to provide training and technical assistance to improve the Commonwealth’s multi-system collaborative response to the crimes of domestic violence, stalking and dating violence.

Commission on Crime and Delinquency: Statewide Training & Technical Assistance: Sexual Assault

Who May Apply: Eligibility for these funds is open to any potential applicant who can produce the training and technical assistance opportunities to meet the goals and objectives of the program.

Use: Funds are being made available to identify and support one non-profit, governmental, or higher education organization to provide training and technical assistance to improve the Commonwealth’s multi-system collaborative response to the crime of sexual assault.

Funds: Projects should not exceed a total of $450,000 over a three-year period.

Commission on Crime and Delinquency: Medical Marijuana Act Enforcement

Who May Apply: Eligibility for these funds is open to municipalities and regional police departments proposing to implement projects and programs that directly address the enforcement of the Medical Marijuana Act.

Use: Eligible activities include, but are not limited to, Drug Recognition Experts' training; education, training, and awareness programs; and other enforcement activities
Funds: A total of approximately $3 million in state funds is being announced to support this initiative. PCCD expects to fund approximately 20 grants with budgets not to exceed $250,000 over the two-year project period.

Historical & Museum Commission: Cultural and Historical Support Program

Who May Apply: Museums and county historical societies located in Pennsylvania.

Use: Eligible use of funds includes, but is not limited to, salaries, benefits, food service, professional development, travel, marketing supplies, and equipment.
Funds: Nearly $2 million is available for this program with grant awards ranging from $2,500 to $65,000.

PROGRAMS OPEN FOR APPLICATIONS: 

Department of Agriculture: Farm Vitality Planning Grant

Who May Apply: Farmers, prospective farmers, and others may apply.

Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.

Application Deadline: Applications will be received until funds are exhausted.

Commission on Crime and Delinquency: Recruitment Incentives for Law Enforcement

Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.

Use: Funding is explicitly to support Act 120 training and recruitment activities for law enforcement officers that will take place between Oct. 19, 2023 and June 30, 2025.
Funds: $14 million in federal COVID Relief (ARPA) is available. PCCD anticipates this funding being able to support approximately 2,000 new fulltime officers statewide.

Application Deadline: Applications will be reviewed on a rolling basis until all funding is committed, at which point the application period will close.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant

Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.

Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.

Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program

Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.

Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.

Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Labor & Industry: PAsmart Career & Technical Education Pre-Apprenticeships Grant Program

Who May Apply: Eligible applicants include organizations that serve as sponsors or intermediaries of new or existing preregistered apprenticeships to foster partnerships between career and technical education centers, students and families, and employers for future work opportunities through apprenticeships.

Use: To develop new registered pre-apprenticeships or expand existing pre-apprenticeships.
Funds: Approximately $3 million in funding is available.

Department of Community and Economic Development: Multimodal Transportation Fund (MTF)

Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agency, ports (rail/freight)

Use: The MTF provides grants to encourage economic development and ensure a safe and reliable system of transportation exists in Pennsylvania. The program is intended to provide financial assistance in order to improve public transportation assets that enhance communities, pedestrian safety, and transit revitalization.
Funds: Requests must have a total eligible cost of $100,000 or more and no request shall exceed $3,000,000 for any project.

Historical and Museum Commission: Historical & Archival Records Care Grant

Who May Apply: Local government entities and nonprofit organizations

Use: Projects must relate to some aspect of Pennsylvania’s history and funds may be used for preservation of original historical records.
Funds: Single organizations can apply for up to $5,000. Two or three organizations can apply for up to $10,000 or $15,000, respectively, for joint projects.

Department of Agriculture: Very Small Meat and Poultry Processor Program

Who May Apply: Applicants must meet the federal definition of a very small meat and poultry processing operation and currently be operating under a grant of inspection or planning to get a grant of inspection upon completion of project.

Use: Grant reimbursement is available for eligible costs associated with meeting the requirements to obtain a grant of inspection, opening a new very small meat and poultry processing operation, expanding the capacity of a current very small meat and poultry operation, or a combination of those purposes.
Funds: Funding is limited to no more than $100,000 per applicant.

Broadband Development Authority: COVID-19 ARPA Capital Projects Fund Digital Connectivity Technology Program

Who May Apply: Libraries, community schools, municipalities, workforce training organizations, not-for-profit organizations, and other community anchor institutions.

Use: Acquisition of digital connectivity technology that facilitates broadband internet access and promotes digital literacy and skills training.
Funds: $20 million in federal ARP money is available for this program.
