Donahue, Kosierowski, Flynn announce $2.6M for Scranton stormwater projects
Additional $1.7M for other water, sewer and arts projects

HARRISBURG, Dec. 19 – State Reps. Kyle T. Donahue and Bridget M. Kosierowski joined state Sen. Marty Flynn today in announcing $4.3 million in state grants were awarded for stormwater improvements in Scranton as well as water, sewer and arts projects throughout Lackawanna County.
Two grants totaling $2.6 million will allow Scranton to make stormwater improvements throughout the city.
“I am glad to see this influx of funding from the federal American Rescue Plan because it will help Scranton complete some important infrastructure needs in the city,” Kosierowski said.
“Too many residents of the city of Scranton have had to deal with the negative impacts of insufficient stormwater infrastructure,” Donahue said. “I’m thrilled we were able to secure this grant money so we can continue to modernize our stormwater infrastructure.”
Flynn expressed his enthusiasm, stating: "These grants mark a significant milestone in our ongoing commitment to the welfare of our communities. The funding secured will not only address immediate concerns but also contribute to the long-term sustainability and resilience of our infrastructure."
Kosierowski said another $1.1 million will fund four more projects in the 114th Legislative District including:
- Abington Regional Wastewater Authority -- $500,000 to replace a wastewater disinfection system located in South Abington Township.
- Clarks Green Borough -- $304,200 for a stormwater infrastructure rehabilitation project.
- Scott Township Sewer and Water Authority -- $250,000 for a pump station replacement project.
- Waverly Community House Inc. -- $31,014 for new programs and marketing.
“These sewer system improvements are critical for the daily well-being and health of local residents,” Kosierowski said.
Donahue said four other projects in the 113th Legislative District received $606,296 in grants including:
- Elmhurst Township Sewer Authority -- $315,264 to rehabilitate the wastewater treatment plants and replace a grinder at the meter station.
- Spring Brook Township Sewer Authority -- $233,131 to construct an ammonia removal system at the wastewater treatment plant in Roaring Brook Township.
- Scranton Cultural Center at the Masonic Temple -- $47,901 for marketing expenses.
- Civic Ballet Company of Scranton -- $10,000 for operating expenses.
“Arts programs can be enjoyed by everyone and some of our local organizations were hurt by the pandemic, so this funding will help them to continue what they offer,” Donahue said.
Funds distributed through the H2O PA Program provide for single-year or multi-year grants to municipalities or municipal authorities to assist with the construction of drinking water, sanitary sewer and storm water projects. Act 54 of 2022 appropriated $205.4 million of American Rescue Plan Act funds to the H2O PA – Water Supply, Sanitary Sewer and Storm Water Projects Program.
Funds distributed through the Small Water and Sewer program provide for small water, sewer, and storm system water infrastructure projects. Act 54 of 2022 appropriated $105.6 million of American Rescue Plan Act funds to the PA Small Water and Sewer Program.
Funds distributed through the PA Arts and Culture Recovery Program provide grants to nonprofit arts and culture organizations located in the commonwealth. Act 54 of 2022 appropriated $15 million of American Rescue Plan Act funds to the COVID-19 ARPA PA Arts and Culture Recovery Program.
