HARRISBURG, Sept. 15 – State Rep. Kevin Boyle, D-Phila./Montgomery, today joined Gov. Tom Wolf in urging swift action on legislation that would provide the support county election officials need to make sure Pennsylvanians can vote safely and have their ballots timely counted. Boyle, Wolf and other public officials met in York today to outline the legislation the General Assembly should pass this month to improve the mail-in ballot process ahead of the Nov. 3 general election and give county officials the time they need to count ballots and return election results quickly. “The House State Government Committee is planning to meet this Wednesday to discuss legislation related to the election code. We have an opportunity in committee this week to make vital, time sensitive changes to allow counties more time to pre-canvass mail ballots so they can return election results timely on Election Day,” said Boyle, who serves as Democratic chairman of the committee. “Immediate action is needed to address the enormous volume of mail-in ballots expected to be cast. PHILADELPHIA, July 19 – The House Democratic Policy Committee today heard from SEPTA and other interested parties about defective SEPTA train cars and affected services, at a hearing convened at the request of state Rep. Kevin Boyle, D-Phila./Montgomery. “Since SEPTA’s announcement a few weeks ago that it was taking the defective cars out of service, travelers have been affected by modified schedules and crowded trains,” Boyle said. “I called this meeting to determine SEPTA’s long-term plan to improve this situation. I am hopeful that their plans will reduce delays and inconvenience for local transit riders.” At the hearing, SEPTA General Manager Jeffrey Knueppel gave a presentation explaining the current situation and outlining the agency’s latest plans. He said the agency has expanded service, including an extended rush hour, leased four trains to provide additional seating capacity (up to 2,420 seats) and increased parking options. He said they are continuing to work on optimizing railroad schedule operation and developing express bus service to supplement rail service. With regard to the defective train cars, Kneuppel said SEPTA is working on two replacement options for the broken train cars. HARRISBURG, July 12 – A bill giving emergency vehicle designation to Philadelphia Prison System prisoner transport units sponsored by state Rep. Kevin Boyle, D-Phila./Montco., was signed into law by Governor Wolf on Friday, July 8. "My bill, H.B. 898 , is important because this designation allows prisoner transport units to operate using flashing lights when transferring prisoners," Boyle said. "There is no doubt this will reduce risks associated with prisoner transfers." Due to the vast State Road prison complex, prisoners are transported across Northeast Philadelphia every day. All of these transfers can potentially lead to problems if there are traffic issues or one of the prisoner transport units gets into an accident. Boyle explained that prison transports are subject to high-volume traffic, which poses a risk when moving prisoners from location to location. Also, the complex infrastructure of the City of Philadelphia makes it necessary for prisoner transport units to have a clear path to facilities. The bill also allows high ranking fire department officials, such as a fire chief or assistant in chief, to use flashing lights when responding to emergencies in both fire department and privately-owned vehicles. PHILADELPHIA, April 21 -- State Reps. Mike Driscoll, Ed Neilson, Jason Dawkins and Kevin Boyle announced today that four ambulance companies in Northeast Philadelphia are sharing nearly $29,000 in state grants. "First responders are essential to public safety, and these grants provide them with resources so they can remain more focused on saving lives than on raising funds," Driscoll said. "These men and women make a tremendous sacrifice, and I applaud their service to our communities." The grants are from Pennsylvania's Fire Company and Volunteer Ambulance Service Grant Program and were awarded in February. In all, 2,538 grants were awarded statewide. The grants are partly funded from gaming revenue. "Northeast Philadelphia relies on these ambulance companies and their volunteers to be there for us when every second counts," Neilson said. "These grants will help them continue to provide this invaluable services to our community." PHILADELPHIA, April 7 – State Rep. Kevin Boyle, D-Phila./Montgomery, joined with state Rep. Nick Micarelli, R-Delaware, to sponsor two pieces of legislation to ensure that Pennsylvania is using its economic power to support Israel. Boyle said the bills would specifically prohibit the state from investing pensions or contracts with companies that engage in the Boycott, Divestment and Sanctions (BDS) movement. The BDS movement is a global campaign designed to weaken the Israeli economy in an attempt to punish the government of the state of Israel for policy decisions it has made. “It is vital that the government of Pennsylvania does its part to support an important US ally, Israel,” Boyle said. “Protecting Israel has been a principle of our foreign policy. Consequently, economic actions such as boycotts and divestment should not be tolerated.” The first bill would prohibit commonwealth agencies from entering into contracts with persons who engage in boycotts against or divestment from Israel. Under this legislation, the Department of General Services would compile a list of firms and persons with stated BDS policies. The list would be updated every 180 days. DGS would also have to certify that an individual’s name does not appear on the list before a contract is signed. The forums will be held on Thursday, March 3 and Wednesday, March 9 from 9:30 a.m. to 11:30 a.m. at KleinLife, 10100 Jamison Avenue. PHILADELPHIA, Dec. 21 – State Rep. Kevin Boyle, D-Phila./Montgomery, responded to Friday’s guilty verdict for Kathryn Knott by reiterating the need for prosecutors in Pennsylvania to be able to charge attacks based on sexual orientation as hate crimes. “While Kathryn Knott was found guilty of assault and reckless endangerment, this attack was clearly a hate crime against a gay couple and it should have been treated as such,” Boyle said. Knott was part of a group of friends who encountered a same-sex couple in Center City Philadelphia on Sept. 11, 2014. News reports state that the group of friends asked the men if they were “boyfriends,” taunted them, and then physically attacked them. One of the victims was hospitalized with facial injuries that included a broken jaw from the attack. Two of the other attackers, Philip Williams and Kevin Harrigan, pled guilty earlier this year and accepted a plea deal while Knott decided to go to trial. Boyle introduced H.B. 218 , which would amend the state’s hate crimes law to include sexual orientation.
