Neilson applauds new law to increase penalties for ‘CDL mills’

Said that law creates deterrent for illegally operated Commercial Driver’s License training schools

In alignment with his commitment to making Pennsylvania roads safer, state Rep. Ed Neilson, chair of the House Transportation Committee, said that a newly signed law will enhance penalties for unlicensed Commercial Driver’s License training centers, or “CDL mills.”

“Operating machinery that requires a CDL is an enormous responsibility and drivers must be competently trained in line with state and federal regulatory requirements,” Neilson said. “Letting these so-called training companies take shortcuts or work outside of the law is unacceptable because the smallest mistake can have devastating, life-threatening consequences to anyone who uses Pennsylvania roads.

"The penalty was $2,500, now it’s up to $25,000 for running a CDL training center not approved by the State Board of Private Licensed Schools. This is a significant penalty increase and should serve as a strong warning."

Act 50 of 2026 was signed by Gov. Josh Shapiro on July 20.
