Human Services Committee examines impacts of H.R. 1 on SNAP

HARRISBURG, April 13 – State Rep. Dan Williams, D-Chester, held an informational hearing today to discuss the impacts of federal legislation, H.R. 1, on Pennsylvania’s Supplemental Nutrition Assistance Program.

Williams, who is chair of the House Human Services Committee, called the meeting to discuss the changes SNAP recipients have faced due to the actions of the federal government.

“The work requirements implemented under the federal H.R. 1 have been in place since September 1 of last year. With more than seven months of implementation behind us, I believe it is time for the committee to learn about how these changes have impacted Pennsylvanians,” said Williams. “We as legislators must be aware of how these new requirements are affecting the most vulnerable in our communities, and we must do whatever we can to help alleviate any burdens.”

Testifiers included administrators responsible for implementing the SNAP requirements and organizations working to help individuals access supplemental food and employment opportunities.

According to Williams, many households have seen reduced benefits and stricter eligibility requirements, even if they had previously qualified. Thousands of Pennsylvanians, especially working-age adults and vulnerable populations, have been continuously at risk of losing their food assistance.

H.R. 1 significantly expanded who must meet work requirements to keep or become eligible for SNAP benefits. Pennsylvanians must now be between 18-64 years old (previously capped at 54), do not have a dependent child under 14, and are considered physically and mentally able to work to be eligible.

“We must provide the Pennsylvanians of this Commonwealth with the knowledge and resources to navigate these new challenges,” said Williams.
