Kazeem announces $9.5 million in state grants for local development

HARRISBURG, Nov. 1 – State Rep. Carol Kazeem today announced the state is providing $9.5 million in funding for three redevelopment projects in Chester.
The funding, provided through the state’s Redevelopment Capital Assistance Program, will fund the following projects:
Chichester High School Renovation, awarded to Chichester School District, $5,000,000
This project will include renovations to the high school to improve the learning facility for both students and teachers. This project includes building-wide renovations, including but not limited to: HVAC system replacement, electrical upgrades, general classroom renovations, new science labs, conversion of an existing LGI to instructional space, administrative office renovations, media center reconfiguration, new cafeteria kitchen and dining room renovations, renovations to the technical education wing.
Philadelphia Union Sportsplex II, awarded to Keystone Sports and Entertainment LLC, $4,000,000
Philadelphia Union Sportsplex will be a transformative project along the Chester waterfront. The multi-sport complex will include: outdoor fields, including three full-sized grass fields, three full-sized turf fields, and a youth grass field all with outdoor lighting; a 100,000-square-foot fieldhouse that is full size, multi-purpose turf field with lobby and cafe; academy operations, for mixed-use space that will include locker rooms, offices and leasing space; two full-sized basketball courts; and a 9,000-square-foot performance center for performance strength and conditioning training area and sprinting track.
Silvercare Behavioral & Memory Rehabilitation, awarded to Silvercare Skilled Nursing LLC, $500,000
The space will undergo comprehensive demolition and renovation, introducing features such as a comprehensive security system and a state-of-the-art therapeutic pool for behavioral and cognitive care. The renovation will also involve demolition, carpentry, insulation, concrete and masonry, door and window installations, ceiling and millwork, flooring, painting, advanced mechanical, electrical and plumbing systems, fire protection, HVAC, a nursing call and fire alarm system, switchgear replacement with backup generator installation, elevator modernization and more, all aimed at creating a secure, comfortable and modern long-term care facility, enhancing Chester's health care infrastructure.
“These transformative developments will go a long way in improving the quality of offerings that Chester has to offer,” said Kazeem, D-Delaware. “I’m proud to have helped the recipients land this funding, and I look forward to seeing these projects through to completion. Any time we have state investments in our local development, we win for the improvement itself but also in keeping local costs controlled.”
The Redevelopment Assistance Capital Program is a Pennsylvania grant program for the design, acquisition and construction of regional economic, cultural, civic, recreational and historical improvement projects. RACP projects have a regional impact and generate substantial increases or maintain current levels of employment, tax revenues or other measures of economic activity. RACP projects are state-funded projects that cannot obtain primary funding under other state programs.
