Department of Drug and Alcohol Programs: PA Statewide Drug and Alcohol Toll-Free Call Center
Who May Apply: Applicant must be able to manage a statewide 24 hours a day, 7 days a week, 365 days a year Drug and Alcohol (D&A) Toll-Free Call Center.
Use: DDAP will enter into a grant agreement with one entity to manage and oversee all aspects of the D&A Call Center to provide confidential referral services to consumers and their families seeking drug and alcohol treatment and who are experiencing difficulty as a result of substance use disorder (SUD).
Funds: Up to $6,788,000 for five years for one grantee through DDAP’s Substance Use Prevention, Treatment, and Recovery Services Block Grant federal funding.

Department of Agriculture: Farm Vitality Planning Grant
Who May Apply: Farmers, prospective farmers, and others may apply.
Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.
Application Deadline: Applications will be received until funds are exhausted.

Commission on Crime and Delinquency: Recruitment Incentives for Law Enforcement
Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.
Use: Funding is explicitly to support Act 120 training and recruitment activities for law enforcement officers that will take place between Oct. 19, 2023, and June 30, 2025.
Funds: $14 million in federal COVID Relief (ARPA) is available. PCCD anticipates this funding being able to support approximately 2,000 new fulltime officers statewide.
Application Deadline: Applications will be reviewed on a rolling basis until all funding is committed, at which point the application period will close.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and nonprofit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Pennsylvania Emergency Management Agency (via Department of Homeland Security): Nonprofit Security Grant Program
Who May Apply: Non-profit organizations may apply as a sub applicant through PEMA. PEMA is the direct applicant to the Department of Homeland Security.
Use: Funds are to be used to enhance the protection of soft targets/crowded places.
Funds: $274,500,000 in federal funds are available for this national funding opportunity. $3,277,500 in funding is targeted toward Pennsylvania.

Commonwealth Financing Authority: Abandoned Mine Drainage Abatement & Treatment Program

Use: Grants may be used for abatement of abandoned mine drainage and/or treatment of abandoned mine drainage through treatment facility system construction, treatment system repair, and upgrades or operation and maintenance of existing passive and active treatment systems.

Commonwealth Financing Authority: Public School Facility Improvement Grant
Who May Apply: School entities, defined as a school district or an area career and technical school.
Use: Facility improvement projects, including but not limited to roof repair/replacement, heating, ventilation and air conditioning equipment, plumbing systems, window repair/replacement, health and safety upgrades, and accessibility projects.
Funds: $100 million in total funding is available. Grant requests shall not exceed $5 million per eligible improvement project. School entities may submit more than one application, but no school entity shall receive more than 20% of the total funding available.

Department of Health: WalkWorks Grant Program
Who May Apply: Municipalities located in either a PA Department of Health State Physical Activity and Nutrition (SPAN) priority county or in communities with an overall percentile rating above 60 in the PA Department of Environmental Protection’s PennEnviroScreen Tool. The 10 current SPAN counties include Clearfield, Erie, Fayette, Greene, Lawrence, Luzerne, Lycoming, Mercer, Northumberland, and Philadelphia.
Use: Funds and structured pre-planning assistance will be available to a limited number of municipal and/or multi-municipal applicants to complete the steps necessary to prepare to apply in the future for funds for the development of active transportation plans.
Funds: Municipalities are eligible to receive grants of $3,000.

Department of Agriculture: Farm-to-School Grant Program
Who May Apply: Any school district, school, charter school, private school, or center with pre-K classes, kindergarten classes, elementary classes, or middle school classes through 8th grade that participates in a Federal Child Nutrition Program.
Use: The purpose of the Farm-to-School Program is to educate prekindergartners through eighth graders and their families about the importance of choosing healthy, locally produced foods and increase awareness of Pennsylvania agriculture. Eligible projects will achieve this purpose.
Funds: $500,000 is available for fiscal year 2024-25. Grants shall not exceed $15,000.

Pennsylvania Commission on Crime and Delinquency: Attorney & Judge Training – Children with Disabilities
Who May Apply: Local governments, local and national nonprofit organizations, and institutions of higher education which demonstrate, in their application, an ability to collaborate with state and local partners to develop and deliver statewide training for attorneys and a commitment to the improvement of child abuse investigations in the Commonwealth.
Use: Costs associated with the development and delivery of a trauma-focused, child-focused, training curriculum for attorneys and judges who participate in hearings involving child abuse victims in Pennsylvania who have verbal, cognitive, and/or physical disabilities.
Funds: A total of $128,990 in federal Children’s Justice Act funds is available to support this initiative. PCCD expects to fund one grant with a budget not to exceed $128,990.

Pennsylvania Commission on Crime and Delinquency: Minimal Facts – Tools for First Responders
Who May Apply: Local governments, local and national nonprofit organizations, and institutions of higher education which demonstrate in their application an ability to collaborate with state and local partners and/or subject matter experts to develop and deliver an online training on the basics of minimal facts interviewing.
Use: Costs associated with the development and delivery of an online training for law enforcement, child protective service agencies, and other possible “first responders” (including teachers, therapists, etc.) in appropriate methods of conducting minimal facts interviews, specifically when working with child abuse victims who are nontraditional communicators.
Funds: A total of $150,000 in federal Children’s Justice Act funds is available to support this initiative. PCCD expects to fund one grant with a budget not to exceed $150,000.

Commission on Crime and Delinquency: National Incident-Based Reporting System Compliance Efforts
Who May Apply: Local law enforcement agencies, campus or university police, railroad or street railway police, airport authority police, and county park police.
Use: Funds for the proposed program shall be used to improve reporting of crime statistics by upgrading technology infrastructure to report incident-based crime data to the FBI’s NIBRS.
Funds: $10 million in federal American Rescue Plan Act funding is available. PCCD expects to fund approximately 50 grants with budgets not to exceed $200,000 over the two-year project period.

Commission on Crime and Delinquency: Pennsylvania Academic and Career/Technical Training (PACTT) Competitive Funding
Who May Apply: All residential facilities, community-based, and/or juvenile probation department providers that are not currently PACTT Affiliates and serve primarily adjudicated delinquent youth are considered eligible to apply for these funds.
Use: Funds are being made available to providers that work with youth and are under the supervision of a juvenile probation department to support their efforts to become and maintain an affiliation with PACTT. Applicants must ensure that the proposed program and associated expenses are related to the area(s) of PACTT affiliation (Academics, Job Skills Training or Work-Related Services) that the agency seeks to obtain.
Funds: $160,000 in funding is available. PCCD expects to award eight $20,000 grants.

Department of Environmental Protection: Growing Greener (Watershed Restoration and Protection) Plus Program
Who May Apply: Incorporated watershed associations, counties, county conservation districts, council of governments, tax-exempt corporations under 501(c)(3) of the IRS code, educational institutions, or municipal authorities.
Use: Projects that reduce nonpoint source pollution—especially nitrogen, phosphorus and sediment pollution from agricultural and stormwater runoff. The Department is particularly interested in design and construction projects that implement effective best management practices that reduce or eliminate pollutant loadings and lead to local water quality improvements
Funds: The maximum grant amount is $500,000.

Department of Environmental Protection: Section 319 Nonpoint Source Management Grant
Who May Apply: Incorporated watershed associations, counties, municipalities, county conservation districts, council of governments, tax-exempt corporations under 501(c)(3) of the IRS code, educational institutions, or municipal authorities.
Use: To improve and protect Pennsylvania’s waters from nonpoint source pollution associated with AMD, energy resource extraction, agricultural activities, stormwater runoff, streambank, and shoreline degradation, along with verifying and demonstrating efficacy with enhanced data collection and distribution.
Funds: Funding is provided by the EPA and authorized through Section 319(h) of the Federal Water Pollution Control Act.

Pennsylvania Commission on Crime and Delinquency: County Reentry Strategic Planning
Who May Apply: County governments and non-profit organizations that convene a County Reentry Coalition
Use: Funds for the proposed program shall be used to support the creation and/or updating of a countywide reentry strategic plan.
Funds: A total of $150,000 in federal Byrne Justice Assistance Grant funds is available. PCCD expects to fund 10 grants with budgets not to exceed $15,000.

Department of Community and Economic Development: Neighborhood Assistance Program (NAP)
The NAP is broken down into five components: The Neighborhood Assistance Program Tax Credit, the Special Program Priorities, the Neighborhood Partnership Program, the Charitable Food Program, and the Enterprise Zone Program Tax Credit. Please visit the link below for specific information on each component.
Who May Apply: Depending on the program, eligible applicants include neighborhood organizations that hold a ruling from the IRS as nonprofit, 501(c)(3) organizations, and organizations operating as food banks, food pantries, or emergency food providers.
Use: Use varies by program, but priorities for this funding round include affordable housing, supportive services for at-risk populations, blight elimination, community economic development, mortgage foreclosure prevention, workforce development, and job training.
Funds: Varying tax credits are available to businesses contributing to an eligible applicant through one of these programs.

Department of Education: Public School Environmental Repairs Program
Who May Apply: School districts, area career and technical schools, charter schools, and regional charter schools that operate school buildings.
Use: Eligible projects include, but are not limited to, the remediation and/or abatement of lead in water sources and paint, asbestos, and mold inside school buildings of eligible school entities.
Funds: Up to $75 million in state funds will be competitively awarded. There is no minimum funding request. The maximum funding request is $10 million. One application per entity will be accepted, but the application may consist of more than one project in more than one school building.

Department of Community and Economic Development: Sports Marketing and Tourism Account
Who May Apply: Municipalities, local authorities, nonprofit organizations, or a legal entity that meets the criteria outlined in the program guidelines.
Use: Eligible expenses include, but are not limited to, costs related to preparations necessary for conducting the event, promotion, marketing, programming, paid advertising, production and technical expenses, site fees and costs, on-site hospitality, and more.

Liquor Control Board: Reducing Underage Drinking and Dangerous Drinking Grant
Who May Apply: School districts, including trade and technical schools, institutions of higher education, municipal representatives, nonprofit and for-profit organizations, community organizations, municipal police departments, college/university police departments.
Use: The focus of grant projects and activities is the development of innovative and comprehensive programs which address underage drinking, dangerous drinking by those who are of legal drinking age, and/or to promote responsible alcohol consumption by those of legal drinking age. If the program is not innovative, then it must be evidence-based, or evidence informed.
Funds: The grant cycle spans two years (July 1, 2024-June 30, 2025, and July 1, 2025 to June 30, 2026) and the maximum award is capped at $50,000 per cycle and $25,000 per year.

Department of Transportation: Automated Red Light Enforcement Transportation Enhancements Grant Program (ARLE Program)
Who May Apply: Local governments, planning organizations, or Commonwealth agencies.
Use: Eligible uses include, but are not limited to, roadway safety, mobility, and capacity upgrades, bicycle and pedestrian improvements, local technical assistance program projects, and traffic signal improvements.
Funds: PennDOT anticipates $32 million available with the intent of funding worthwhile projects that can be completed at a relatively low cost.
Application Deadline: A pre-application scoping form is required to be submitted by April 30, 2024. Feedback will be provided by May 31, 2024. The application period will be open from June 1, 2024, to June 30, 2024.

Department of Conservation and Natural Resources: Wild Resource Conservation Program
Who May Apply: Counties, municipalities, educational institutions, non-profit organizations, conservation districts, and municipal authorities. Individuals, state government agencies, and for-profit businesses may be eligible depending on the project.
Use: Grant applications will be accepted for species surveys, conservation, and management.
Funds: Funding comes through the Wil Resource Conservation Fund and a portion of the Environmental Stewardship Fund. Grant size varies, but the average grant award is $30,000.

Department of Transportation: National Electric Vehicle Infrastructure (NEVI) Grant
Who May Apply: All incorporated entities are eligible to receive NEVI funds unless a state or federal restriction would prevent PennDOT from awarding federal funds to the entity.
Use: Funds must be used to projects directly related to charging stations that are planned to be open to the public at all times.
Funds: Over the five years of the NEVI program, Pennsylvania will receive $171.5 million in federal funds from the Bipartisan Infrastructure Law.

Pennsylvania Commission on Crime and Delinquency: 2024 County Jail-Based Vivitrol Program
Who May Apply: Funding is available to all counties with a county jail seeking to establish or expand a jail-based substance use treatment program.
Use: Implementation or expansion of a county jail-based Vivitrol program.
Funds: A total of $7.175 million in Act 80 funds is available.

Department of Community and Economic Development: Multimodal Transportation Fund (MTF)
Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agency, ports (rail/freight)
Use: The MTF provides grants to encourage economic development and ensure a safe and reliable system of transportation exists in Pennsylvania. The program is intended to provide financial assistance in order to improve public transportation assets that enhance communities, pedestrian safety, and transit revitalization.
Funds: Requests must have a total eligible cost of $100,000 or more and no request shall exceed $3,000,000 for any project.

Historical and Museum Commission: Historical & Archival Records Care Grant
Who May Apply: Local government entities and nonprofit organizations
Use: Projects must relate to some aspect of Pennsylvania’s history and funds may be used for preservation of original historical records.
Funds: Single organizations can apply for up to $5,000. Two or three organizations can apply for up to $10,000 or $15,000, respectively, for joint projects.
