House Democrats have always strived to ensure young Pennsylvanians graduate high school prepared to succeed. Since 2005, part of their commitment was realized with the state’s Dual Enrollment program, which allows high school students to take college courses and lay the groundwork for a degree. Rep. Frank Shimkus has a proposal to expand funding for Dual Enrollment in the state budget.
